NRC is looking to recruit a dynamic Country Director to set ambitious strategies and oversee the operations in the largest country programme in the region.** This role reports to the Regional Director – East Africa and Yemen.

Generic responsibilities:

The Country Director is overall responsible for:

  • National representation and coordination
  • Development and execution of country strategy
  • All in-country activities, personnel and the Country Management Group (CMG)
  • Safety and security of all staff
  • Country level advocacy
  • Resource allocation and mobilization
  • Cost efficiency and quality, including implementation of control mechanisms
  • Adequate country structures and systems
  • Learning, training and development of all staff, including a strategy for national staff development
  • Compliance and adherence to NRC policies, guidance and procedures

Specific responsibilities:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention. This section shall be revised whenever the employee is hired or the context changes significantly.

  • Lead on the development of positive and effective working relationships with government at national and sub-national level
  • Ensure effective collaboration with government departments and Federal and State level, to ensure mutual learning and influencing for greater impact of programme investments
  • Development of NRC’s localised and networked approach through the establishment of partnerships and collaborations with external actors, including National NGOs, the private sector and academic institutions
  • Oversee the development of appropriate new routes to programme impact at scale.
    Develop NRC’s analysis, advocacy and communication functions to help enable change at national level
  • Lead teams in ensuring programmes are designed and negotiated to deliver in Hard to Reach area
    Line manage the BRCiS consortium Chief of Party, helping to ensure the consortium delivers on impact greater than the sum of its parts

Generic professional competencies:

  • Minimum 5 years’ experience from working as a Senior Manager/Country Director in
    humanitarian/recovery context
  • Proven ability in analyzing contexts and developing strategies to differentiate agencies and deliver new impact
  • Experience from working in complex and volatile contexts
  • Documented/proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of Somalia or the region is desirable
  • Strong understanding and appreciation of the role of influencing that goes beyond advocacy in bringing about change and impact at scale
  • Experience of managing complex programmes that operate in diverse and dispersed geographical and contextual settings
  • Experience in managing or overseeing consortia programmes
  • Experience of leading security in an evolving environment
  • Experience of promoting innovation in difficult operating environments
