This is a 24 month, replacement role with accompanied terms based in Monrovia, Liberia with a salary of Grade 5 €40,402 – €44,892

You will report to the Country Director and will line manage all finance staff and work closely with programme and systems staff.

 Your purpose: You are a member of the Senior Management Team and will contribute to the leadership in the development and management of all programmes in accordance with organizational policies and the Country Strategic Plan. You will be responsible to the Country Director for the financial management and financial oversight of all aspects of Concern Worldwide’s country programme.

You will be responsible for:

People Management

  • Providing leadership, direction and capacity building support for the in-country Finance Team.
  • Providing training and support to financial and non-financial staff regarding Concern’s financial procedures and internal controls.
  • Ensuring Concern’s values and policy commitments, including accountability and equality, are reflected in the work of the Finance Team/Department.

 Financial Management

  • Overseeing the accurate preparation of financial reports and ensuring both organisational and donor requirements are met within agreed timeframes.
  • Ensuring that the financial systems of the country programme are operating in line with standard Concern procedures and best standards of international finance/accounting practice. Ensure that they meet the monitoring and reporting requirements of the Country Management Team, Donors and Liberian government authorities.
  • Maintaining and monitoring effective controls for all financial systems (ledger, cashbooks, balance sheet reconciliations’, cash & bank management etc.) to minimise the risk of fraud or misappropriation.
  • Ensuring there is a complete record of capital assets and that they are adequately safeguarded.
  • Organising and supporting financial assessments, reviews, monitoring and training of local partner organisations.
  • Producing monthly management accounts and working with the programme teams and department managers to understand their expenditure reports (management accounts) and budgets.
  • Undertaking regular field visits to assess the financial systems in place & implement improvements wherever needed.
  • Facilitating internal and external audits, and associated reviews of field systems.
  • Contributing to the development of the country’s strategic direction and to the overall leadership of the country programme.
  • Accepting, advancing and pursuing any new objectives or responsibilities that may be assigned by the Country Director including transfer of existing duties and/or re-assignment to other responsibilities should the organisation so require.

 Your skills and experience will include:

  • Professionally Qualified Accountant ACCA, CIMA, ACA, CPA;
  • At least two years’ experience working as an accountant at managerial level;
  • Experience with computerized accounting packages, ideally Microsoft Great Plains;
  • English language proficiency;
  • Willingness to work in an insecure environment.
  • Computer literate and excellent knowledge of Excel.
  • Empathy with Concern’s mission, vision and goals, and our target group

Concern receives a substantial amount of funding from external donors each year.  Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on watch lists of suspected terrorists maintained by international organisations.

These include:

  • The European Union (List of person, groups and entities to which Regulation EC No. 2580/2001 applies;
  • The US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons); and
  • The United Nations (Consolidated List).

In some circumstances, an offer of employment (either paid or voluntary) with Concern Worldwide will only be made once a clearance check against these lists has been conducted.

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
