The Country Logistics and Supply Chain Coordinator will hierarchically report to the Head of Mission (HoM) in the Country. The Country Logistics and Supply Chain Coordinator will technically report to Regional Logistics and Supply Chain Manager, if present, otherwise to the Head of Logistics, Supply and Security.

SCOPE OF POSITION

The Country Logistics and Supply Chain Coordinator will provide strategic leadership, technical oversight, and effective management of all logistics, supply chain, and security functions within the CESVI country program. This combined role is critical in ensuring timely, efficient, compliant, and cost-effective delivery of humanitarian and development programs, upholding CESVI’s standards, donor requirements, and local regulations, while prioritizing the safety and security of all staff, assets, and operations. The Coordinator will be responsible for strengthening overall operational systems, enhancing the capacity of logistics and security staff, and ensuring optimal support to program implementation.

KEY RESPONSIBILITIES

  1. Strategy and Planning

• Develop and implement a comprehensive country logistics and supply chain strategy aligned with CESVI’s global policies, country program objectives, and donor requirements.

• Lead the development and regular review of country-level procurement plans in close collaboration with program managers and budget holders, ensuring realistic timelines and specifications.

• Conduct or lead regular market assessments to identify reliable suppliers, analyze market trends, and inform sourcing strategies to ensure value for money and efficiency. • Contribute to the country operating budget, ensuring logistics and supply chain needs are accurately planned and integrated into financial forecasts.

• If needed, develop and implement ad-hoc Standard Operating Procedures (SOPs) for all logistics and supply chain functions adapted to the local context.

  1. Procurement and Sourcing

• Oversee all procurement processes, ensuring strict adherence to CESVI’s and donor procurement guidelines (e.g., tender processes, framework agreements, supplier selection).

• Ensure transparent, accountable, and timely procurement of goods, services, and works, from planning to contract signature and delivery completion.

• Implement robust internal control mechanisms to prevent fraud and ensure ethical practices throughout the supply chain.

  1. Human Resources – Selection, Placement, and Development

• Contributes to recruitment processes by assessing logistics, supply chain and security candidates conducting technical interviews and reviewing written tests.

• Lead, mentor, and build the capacity of the country logistics, supply chain, and security teams through training, coaching, and performance management.

• Facilitate communication and cross-learning for all country staff.

• Foster a culture of continuous improvement, accountability, and teamwork within the department.

• Provide technical support and guidance to non-logistics and non-security staff involved in operational activities.

  1. Fleet and Transport Management

• Oversee the effective management of CESVI’s vehicle fleet in line with CESVI SOP and CESVI Logistics Manual, ensuring optimal utilization, maintenance, and adherence to safety standards.

• Ensure all drivers are adequately trained and comply with national transportation regulations and CESVI’s safety protocols.

  1. Asset Management

• Establish and maintain a comprehensive asset management system in line with CESVI SOPs and CESVI Logistics Manual, ensuring all assets are properly recorded, tracked, and safeguarded throughout their lifecycle.

  1. Safety & Security Management

• Security Strategy and Planning: Facilitate the work of the Country Security Team to develop, implement, and regularly review the Country Security Plan (CSP), Security Risk Assessments (SRAs), and Standard Operating Procedures (SOPs) in line with CESVI’s Security Handbook.

• Risk Management: Continuously monitor and analyze the security situation, identifying potential threats, vulnerabilities, and risks to CESVI staff, assets, and operations. Propose and implement appropriate mitigation measures.

• Incident Management: Act as the primary focal point for all security incidents. Lead incident response, reporting, and follow-up, ensuring timely communication to the Head of Mission and HQ.

• Staff Safety & Awareness: Ensure all staff receive appropriate security briefings, training and ongoing security updates. Promote a culture of security awareness and responsibility among all staff.

• Access & Movement Management: Establish and manage movement protocols, ensuring all field missions are pre-approved, tracked, and monitored in line with security guidelines.

• Site Security: Oversee security arrangements for all CESVI offices, guesthouses, and warehouses, including physical security measures, access control, and guard force management.

• Reporting: Prepare and disseminate regular security reports, advisories, and updates to the Head of Mission, HQ, and relevant staff.

• Liaison: Maintain strong professional relationships and networks with local authorities, security forces, UN agencies, NGOs, and community leaders to gather security intelligence and facilitate safe access.

• Compliance: Ensure adherence to all host country laws and regulations related to security, as well as CESVI’s internal security policies and procedures.

• Learning, Sharing and Training Activities: Develop, train and coach the Country Security Team; conduct induction meetings for new recruited staff; identify and coordinate external training for national and international staff;

  1. Compliance, Reporting, and Risk Management (Overall):

• Ensure all logistics, supply chain, and security activities comply with CESVI’s internal policies, donor regulations, and national laws.

• Identify and mitigate overall operational risks, including supply disruptions, price fluctuations, security concerns, ethical violations, and non-compliance.

• Participate in internal and external audits related to logistics, supply chain, and security, implementing corrective action plans as needed.

• Actively promote and ensure adherence to CESVI’s Code of Conduct, PSEA Policy, and Child Safeguarding Policy.

  1. Coordination and Representation:

• Collaborate effectively with program managers, finance, HR, and other departments to ensure integrated and efficient operational support to programs.

• Represent CESVI in relevant logistics, supply chain, and security coordination forums (e.g., Logistics Cluster, UN/INGO Security Meetings, inter-agency meetings) at the national level.

• Build and maintain positive relationships with local authorities, suppliers, and other humanitarian actors.

Qualifications and Experience:

  • Minimum of 5 years of progressive experience in logistics, supply chain, and security management within a humanitarian INGO context, with at least 3 years in a coordination/management role.
  • Proven experience in all technical areas of supply chain operations, including procurement, transport/distribution, warehousing, fleet management, and asset management.
  • Demonstrated experience in developing and implementing security plans, conducting risk assessments, managing security incidents, and providing security training.
  • Strong understanding of humanitarian principles and demonstrated experience working in complex, insecure, and challenging environments.
  • Experience in staff management, training, and capacity building.
  • Excellent organizational, planning, and problem-solving skills.
  • Strong analytical skills with the ability to synthesize complex information and make informed decisions.
  • Proven ability to manage a substantial workload, prioritize tasks, and meet tight deadlines under pressure.
  • Excellent interpersonal, communication (written and verbal), and negotiation skills.
  • Proficiency in logistics software and Microsoft Office Suite (Word, Excel, PowerPoint).
  • Fluency in English (written and spoken) is required
