Norwegian Refugee Council (NRC) is currently looking for professionally confident, self-motivated, experienced and committed team player for the post of Country Logistics Manager based in Mogadishu, Somalia.

We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels. The duration of this post is 12 months with the possibility of extension.

The Logistics Manager will be responsible that the logistic set up in the country is according to NRC standards and to support programme/project implementation and providing overall management of logistical matters within NRC Somalia Country Programme.

Duties and responsibilities

Generic Responsibilities;

  • Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements
  • Implement NRC’s logistics systems and procedures
  • Training and support of line managers and staff with logistical responsibilities
  • Management of the logistics team
  • Ensure anti-corruption focus in procedures and trainings
  • Establish filing systems/archives according to NRC standards in all offices
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
  • Provide regular analysis and reports
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes by participating in assessments and response analysis discussions.

Specific Responsibilities;

  • Ensure proper accounting, reporting and internal control systems and maintenance of records within the country programme
  • Lead logistics management and developing structures and staffing levels to ensure that at all time requirements are met in all offices
  • Responsible for ensuring continuous existence of and updated agreements with suppliers and identify areas of improvement
  • Responsible for ensuring regular market surveys are undertaken in the country programme
  • Supervise and build capacity of the logistics team in the country programme
  • Provide the necessary monthly logistics reports including informed analysis of these for management decision-making
  • Support the Logistics Coordinators at Area Offices to ensure that relevant procedures are in place and implemented for quality control (maintenance) of vehicles and advise on improvements and supervise the implementation for current database for transport and ensure implementation of database in offices
  • Ensure that carpool reports and other internal control systems are kept up to NRC standards
  • Ensure that NRC’s system for stores and warehouse management are in place for dispatching items within the country office, area offices and to the field offices
  • Control and follow up on system for random check of assets inventory within the country programme
  • Monitor and supervise system for the use, maintenance and management of communication equipment (including satellite communication facilities, Internet, and other Items.)
  • Assist the Administration department of the Country Office to ensure that all NRC properties and
  • Assets are managed in accordance with regulations
  • Assist the Admin department in the country office maintaining the good systems and practices in the management of flights and accommodation, including managements of existing agreements
  • Lead the management meetings, workshops and other public events at the country office
  • Actively participate in the facilitation of applicable audit activities, including timely response to audit queries
  • Assume responsibility to develop and or encourage innovative and proactive approaches in logistics and country office administration departments
  • Ensure that logistics and country office Administration staff are supported and motivated at all times.
  • Assist with any other duties assigned by the line manager, as and when required.

Qualifications

  • Bachelor’s Degree in procurement, logistics, supply chain or related field
  • Minimum 3 years of experience from working as a senior Logistics Manager or Coordinator in a humanitarian/recovery context
  • Possession of Chartered Institute of Procurement & Supply (CIPS), is an added advantage
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Somalia and the wider Horn of Africa region

Personal qualities

  • Excellent organization and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress
  • Able to analyse information, prioritize and take decisions and responsibility
  • Understanding of project management approaches
  • Able to take initiative and work with limited supervision according to agreed priorities
  • Able to work well under pressure and frequent travel to field offices
  • Active Team member and Team builder, able to increase efficiency through an open and cooperative liaison with relevant colleagues throughout NRC and partner Organizations

  • Strong computer skills, especially in Excel and web-based database and use of email
