Position Overview:

The Country Manager will lead and provide operational support and guidance to the CHAI Burkina Faso team – who are embedded advisors in Ministries of Health – and help shape future opportunities for the country programs. In Burkina Faso, CHAI currently has a health financing and a malaria program, which both started in late 2019. On Health Financing, the team is helping the Ministry of Health address the challenge of aid coordination and on improving financial management systems. This involves strengthening government coordination systems for coordination of donor funding and support and improving prioritization of domestic funding towards essential health services and ensuring available resources are managed more efficiently and lead to improved access to and utilization of health services. The Malaria program is supporting the Ministry of Health develop and cost their three-year plan for Malaria control, along with the Global Fund request funding, as well as working on evaluating effectiveness of various malaria control interventions.
In the context of COVID-19 CHAI teams have been working with governments to mobilise funding, set priorities and maintain continuity of quality, essential and affordable services.
As the Burkina Faso programs are relatively new, the Country Manager will play a critical role in shaping CHAI support to the ministry of health and in building strong in-country foundations, including by building strategic relationships with the government and other partners, and through setting up the program form an operational standpoint.

Please note that this is an unaccompanied post. CHAI will not be supporting relocation, housing and transportation for dependents & spouses of employees based in Burkina Faso, at this time.

Responsibilities

• Support the registration process of CHAI and set up of CHAI operations in Burkina Faso, ensuring legal compliance of CHAI
• Demonstrate leadership and provide support to the newly hired country team, managing accounting/finance, human resources, logistics and administration
• Establish the appropriate processes and tools for planning, budgeting, reporting, and monitoring the progress of CHAI programs
• Ensure strong execution of the country programs to make sure that CHAI’s results meet and exceed our targets
• Develop and manage annual program budgets in collaboration with program staff
• Ensure strong financial management and accountability of the country program budgets
• Maintain appropriate bi-directional communication with CHAI headquarters and other
• Work alongside the Country Director to develop, implement and expand CHAI support to the MOH
• Continually identify new opportunities together with the MOH for CHAI to add value and maximize impact
• Support the Country Director in fundraising efforts and key donor relationships
• Coordinate efforts with CHAI’s partners, and identify and establish additional partnerships as appropriate

• Given CHAI’s lean staffing model, taking responsibility for some direct programmatic work when and where needed in support of the country team
• Other tasks assigned by the Country DirectorQualifications

  • Bachelor’s Degree or equivalent plus 10 years work experience; or Advanced Degree or equivalent plus 8 years work experience; or equivalent work experience
  • Seasoned operator who knows how to get things done – on time and on budget
  • Entrepreneurial ability to work quickly and effectively with minimal supervision
  • Excellent business-oriented oral and written communication skills
  • Comfortable in a peer relationship with political leaders such as Ministers of Health, as well as civil servants
  • Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus
  • Ability to handle multiple tasks simultaneously, set priorities, and meet deadlines
  • Ability to absorb and synthesize a broad range of information
  • Ability to work within budgetary constraints
  • Great mentor, manager, role model and team player
  • Sensitivity to local political and cultural contexts
  • High level of proficiency with Microsoft office software, particularly Word, Excel and Powerpoint
  • Fluent in English and French, proficiency in both written and verbal
