Angola Program Director

STATUS: Conditional, Full-time
Position Summary:
Under the direction of the Principal Investigator (P.I.), the Angola Program Director is tasked to lead the operations of the military HIV Prevention Program in Angola. Major duties encompass strategic planning and communication, grant writing, program support, development of reports, oversight of policies and procedures and training and capacity building. He/she will support the sustainability of evidence-based HIV prevention activities, voluntary counseling and testing centers, laboratory services, viral load testing, and HIV care and treatment programs. She/he will work with personnel in both the CDU headquarters office and the Angola field office. She/he will liaise with the subcontractors to ensure smooth execution of the program activities in-country. The Angola Program Director will work closely with the program team, military partners and the donor to ensure integration and coordination of program and research activities.

Job Duties
Provide leadership and direction for the development and maintenance of initiatives to advance the program’s mission. Plan, direct and coordinate national and international processes on issues related to HIV and the military population. Represent the organization in policy and planning discussions with international donor agencies and external partners. Collaborate with domestic and international donors to design and implement HIV behavioral surveillance and HIV prevention programs among targeted populations including military personnel. Craft original research hypotheses. Write grant proposals. Design, conduct and evaluate epidemiological studies involving complex experimental designs and surveillance systems. Implement and evaluate HIV prevention programs. Devise data processing procedures utilizing computer analysis. Perform data analysis. Supervise administrative, research and in-country field staff responsible for prevention service delivery, data collection and HIV counseling and testing. Conduct program evaluation including process and outcome evaluation and cost analyses. Preparing reports and recommendations. Consult with subject matter experts and administrative personnel, and participate in domestic and international HIV prevention planning committees.
Strategic Planning and Communication
- Liaise with US Department of Defense officials at DHAPP
- Liaise with host country armed forces officials and collaborative partners
- Liaise with regional representatives for the Presidents Emergency Plan for Relief (PEPFAR) and local partners
- Ensure that project activities fall within CDU’s strategic plan as well as PEPFAR’s country operational plan.
- Supervise project reporting, monitoring, and evaluation activities in accordance with US government standards and PEPFAR requirements
Program Support
- Develop annual grant proposal, scope of work and program budget
- Respond to inquiries from DHAPP
- Supervise the submission of monthly accomplishment reports for the Finance department.
- Supervise the submission of quarterly and annual reports to the US Department of Defense and PEPFAR Regional offices.
- Oversee the development of annual work plans and budgets
- In coordination with the Principal Investigator and the CDU Finance department, ensure that systematic field office oversight is established and documented
- Oversee budget management
- Oversee contract renewals and sub awards.
- Oversee the development of program reports.
- Oversee staffing plans and the updating of organizational charts and job descriptions.
- Oversee logistical aspects of program implementation from field perspective, such as assisting country teams in procurement, hiring and contracts.
Oversight of Policies and Procedures
- Ensure scientific and methodological integrity of program activities.
- Ensure that projects are in compliance with Charles Drew University and other relevant IRBs.
- Oversee the establishment of policies and procedures to ensure compliance with USG and foreign regulations and monitor changes.
- Provide oversight for the monitoring of finance and labor laws in host country.
Training and Capacity Building
- Supervise in-country staff and coordinate consultants.
- Maintain capacity of project team to meet deliverables, manage project funds and comply with donor requirements.
Requirements:
- Masters level degree or higher, preferably MD or PhD with application in international settings
- Five years experience managing operations of international health and/or public health programs
- Experience working with USG and other funder regulations and requirements for Cooperative Agreements and Contracts
- Experience working with finance and labor laws in developing countries
- Ability to travel up to 30%
- Strong project management experience
- Excellent verbal and written communication skills
- Experience working cross-culturally
- Fluency in English required; Fluency in Spanish or Portuguese preferred
