Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has established a Country Office in Nigeria, initially to respond to the Lake Chad Basin Crisis, since mid-2017. For the moment, the organization is operating only in Borno State (essentially the “Eastern Crescent” of the State), but with perspectives of development in some other parts of the country.

TdH contributes to the crisis’ response by providing child protection services and healthcare assistance to most vulnerable children and their families. TdH also provides some necessary basic services regarding access to drinking water, sanitation facilities and hygiene.

Moreover, in the line of its expertise and programing positioning at the worldwide level, Tdh also analyzes the situation, as well as the potential response to the crisis on a mid-term basis, regarding the early recovery and livelihood sector. Indeed, given its core competencies in term of deployment of a response for primary needs, implementation of development projects, support to the public services and community/social approach of the beneficiaries, TdH thinks that the organization could have an added value on all the dynamics/programs related to the stabilization or the structuration in the North in general or North-East in particular.

Context:

The Tdh Country Representative (CR) is responsible for overall leadership and supervisory management of Tdh staff, programming, and operations, including program quality and accountability, stewardship of resources, staff safety and security, performance management and external representation.

The CR will be directly responsible for the overall coordination and strategic direction of the operations. S/He will maintain continuity of the current emergency response, while exploring the possibility of developing “mid-term/long-term needs programs”. S/He is expected to manage responsive and effective operations implemented both directly and with Nigerian partner organizations. S/He will run the country delegation in pursuing the outcomes identified in the country strategy, bringing them together to deliver high-quality, cost-effective programming results with high levels of accountability.

Moreover, thhe CR will provide oversight for directly supervised senior executive/technical officers; leading country management team (CMT) to identify, design and deliver responsive, high-quality programs; ensuring efficient management of public grants and private funds for results, compliance, and focused, timely reporting; and oversight of financial management and compliance systems. To this end, the CR will set-up and lead a country management team (CMT) to identify, design and deliver responsive, high-quality programs, as well as ensuring efficient management of funds.

Responsibilities:

Leadership and Representation

  • Lead the country delegation by providing guidance, oversight and resources to enable staff to perform successfully.
  • Develop and carry out strategies that result in strong analysis of: government ministries at various levels; UN OCHA; donors including OFDA, USAID , DFID, BPRM, ECHO, UNHCR, UNICEF and other international organizations; international and local NGOs; and networks.
  • Ensure that TdH becomes a partner of choice for donors related to the Childhood.
  • Develop and maintain a high level of understanding of donor priorities and planned funding streams.
  • Initiate and sustain strong and mutually beneficial partnerships with local organizations.
  • Seek out and pursue opportunities to raise the profile of the work of Tdh and its partners, as well as the lives and the needs of the people Tdh seeks to serve.
  • Ensure leadership and management processes enable Tdh to effectively adapt to contextual changes and fully leverage opportunities to expand humanitarian access and assistance.

Strategic Direction, Program Quality and Growth

  • Ensure the strategic vision and direction of the country delegation is aligned to serve people with responsive, high-quality and accountable programming, and secure the resources necessary for realization.
  • Ensure the country strategy is of tends towards relevance and guides decision making.
  • Ensure operations quality through consistent use of 4 axis: 1) assessment, design, and proposal development and review processes; 2) comprehensive monitoring & evaluation, accountability and learning systems; 3) staff development investments; 4) partner organization capacity strengthening.
  • Actively seek out and pursue opportunities to expand humanitarian and resilience programming in Nigeria, in terms of populations and areas served.
  • Remain current on national and regional issues impacting the operations and partners, and develop responsive strategies to changing contexts.
  • Ensure the CMT delivers the leadership, management structures, staffing skills and approaches, and operational systems required to ensure a coherent Tdh approach to achieve objectives.

Safety and Security Management

  • Take primary responsibility for overall management of safety and security of the operations.
  • Oversee the management of all security issues, including appropriate response to emergency situations as they arise.
  • Maintain a culture of safety and security throughout the country program, including trainings and briefings that prepare all operational staff for incident prevention and response.
  • Keep security, evacuation and contingency plans current and accessible to country operational staff.
  • Maintain close coordination and communication with the Tdh HQ Risk Unit on safety and security concerns and evolving issues that could adversely affect Tdh staff or operations.

Staff Management, Learning and Development

  • Manage tactical and operational staff under his/her direct supervision, including communicating clear expectations, setting performance goals, and providing objective feedbacks.
  • Supervise the provision of a measurable development plan with the aim of strengthening technical capacity.
  • As part of succession plan and nationalization goals, supervise the identification, training and development capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment.
  • Offer leadership support for successful adherence by all staff to TdH’s country and Global Operating Policies and Procedures.
  • Supervise the relevant operational and tactical Units to identify and implement recruitment and retention strategies.
  • Undertake regular reviews of labor and salary markets in Nigeria for the purpose of enhancing the competitiveness of Tdh’s overall compensation package for national staff.

Stewardship and Operational Management

  • Drive operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of the operations.
  • Oversee the development, deployment and utilization of financial and operational tools, procedures, and systems to deliver compliance with TdH and donor requirements.
  • Ensure responsiveness and appropriate levels of support to all field offices, especially in the areas of HR, finance and supply chain.
  • Maintain effective and coordinated budget monitoring processes for grant funds and discretionary funds.
  • Seek opportunities to introduce efficiencies and eliminate redundancies in existing business processes.

Profile:

  • University degree in related field or equivalent program management and development experience at senior level;
  • Proven abilities in all aspects of project design and implementation;
  • Familiarity with UN, US and European donors and their rules, requirements and guidelines;
  • Experience of working with local stakeholders – demonstrated ability to collaborate with peer agencies, local government and community leaders to work effectively towards a common and agreed upon results;
  • Demonstrable experience in capacity building of partners (civil society, public and/or private sectors);
  • Experience living in a post-conflict and conflict environment;
  • English fluency required.
  • Africa experience is desirable

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

Salary:

Expatriate contract under Swiss regulations 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net /month (according to experience) x 13 months.

Annual leaves: 25 days/year, local accommodation and transportation, health insurance, accident and medical repatriation insurance, return flight.
