Scope

Save the Children in Liberia requires the services of a Consultant to support the development of a five-year Country Strategic Plan with the Country Manager Joseph Jay Yarsiah. This assignment will be topped and tailed with remote support before and after the deployment.

The consultant main area of focus during this time will be to support the refreshment of SCI Liberia’s Child Rights Situation Analysis (CRSA) and corresponding Country Strategic Plan (CSP) for the 2019-21 strategy period as well as the 2022-24 strategy period. The Country Office’s work must be driven by a combination of factors which include changing needs from the children and communities we support in Liberia, policy and legislative frameworks in relation to child rights, donor priorities, Save the Children’s own global strategic priorities, and the reputation and comparative advantage of Save the Children as a child rights organization in Liberia and West Africa.

The consultant will be specifically assigned to lead on collecting and analysing information and data from partners and stakeholders in Liberia and the wider region, with a view to populate several key deliverables: a SWOT analysis, a donor mapping, the CRSA and the CSP. These deliverables will be developed in a sequence and in close consultation with the Country Office’s Senior Management Team (SMT).

Key Activities to be conducted:

  1. Desk Review of current CRSA and CSP documents, along with other key documents (internal and external) to help inform the refreshment of the strategy.
  2. Carry out a SWOT Analysis with key members of the Senior Management Team, project managers and regional colleagues, to better understand the internal and external environment for Save the Children in Liberia and identify what may drive or constrain success in the short to medium term.
  3. Carry out a donor mapping exercise using a prescribed template, by collecting information on donors’ priorities and funding plans, either directly from the source or through established relationships with some of these donors.
  4. In-depth interviews with external stakeholders, including current and prospective partners (donors, NGOs, relevant ministries, research institutions and local CSOs) to understand priorities and direction of travel for the whole sector, identify gaps in the pursuit and defense of Child Rights in Liberia, understand how Save the Children is perceived in the sector and what role the organization is expected to play.
  5. Draft the 2020-2024 CRSA using the prescribed template and based on the extensive consultation process described above. Notes from meetings and interviews will be kept on record and saved on the Country Office’s shared drive.
  6. Weekly meetings with the Country Manager (Joseph Jay Yarsiah) to check on progress and adapt the agenda/schedule of activities when needed.
  7. As required and feasible, field visits in live SCI Liberia projects sites to understand types & levels of programming, thematic focus, types of engagement with communities for social accountability, and general dimensions of technical quality (supply, demand, social & behavior change, evidence & learning, gender, systems change, etc.)
  8. The consultant will also be expected to develop a simple roadmap identifying next steps, key milestones and responsibilities to complete the Country Strategic Planning process, particularly in relation to making strategic choices, developing a vision and other key outputs which should be led by Save the Children.

Key deliverables:

  1. SWOT analysis
  2. Donor Mapping (using prescribed template)
  3. Child Rights Situation Analysis (using prescribed template)
  4. Roadmap for completion of the CSP process, including key milestones and assigned leads.

Duration of the assignment

This consultancy is expected to start in March 2020 and finish before 31st May 2020. The whole assignment should not exceed 60 days.
