Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.
CHAI’s HIV Access Program (HAP) has played a particularly important role in the marketplace for antiretroviral therapy (ART), substantially expanding affordable access to the appropriate drugs and diagnostics to meet the needs of children and adults living with HIV.
Position Overview:
The Country Support Manager (CSM) will work to ensure the continued scale-up of high-quality antiretroviral therapy (ART) for adults and children living with HIV. The CSM will help to optimize policies and processes to ensure access to high quality ARVs at consistently and reliably affordable prices. The CSM will also work to ensure that countries have adopted best practices in forecasting, procurement and rollout of ARVs.

This position will entail up to 70% travel.
There is flexibility for this position to be based in another CHAI regional focal country with leadership approval.
Responsibilities
- Serve as a trusted advisor to national governments, CHAI country teams and partners on a variety of drug-related and access-to-medicines topics (e.g., new drug pipeline, drug quality and pricing, procurement, tendering, forecasting, new product introduction, product trade-offs, etc.)
- Support countries in assessing opportunities for optimization of national treatment guidelines; including sharing key information for decision-making, assisting with budget and scenario analysis; helping to develop strategy to advocate for key changes with in-country opinion leaders
- Facilitate introduction of new, improved, and less costly medicines by advising countries on key products, market trends, and by supporting with the development and implementation of new product roll-out strategy
- Work closely with in-country partners to understand funding flows, ordering cycles, and delivery timelines to ensure an uninterrupted supply of adult and pediatric products
- Help countries to build their capacity on quantification issues – either through leadership in forecasting workshops, participation in technical working groups, or training of forecasting models – in order to avoid stock-outs, reduce waste and minimize costs
- Support countries to improve monitoring systems and improve the use of data to inform program and supply chain management
- Support development and implementation of patient and provider training and education on treatment optimization
- Create and update optimization materials, analyses and tools to support country teams
- Support engagement and coordination across partners at the national and regional level
- Support governments to scale-up and maintain national treatment programs for adults and pediatrics
- Serve as a liaison between countries and CHAI global teams on product forecasts, ordering cycles, rollout plans and progress
- Assist with grant reporting and development of case studies to share best practices across countries
- Support CHAI country teams to deliver on shared objectives, e.g. assist in developing and reviewing work outputs, supporting project management or driving forward workstreams, onboarding and capacity building for country team staff, supporting fundraising or concept note development, and supporting problem solving
- Act as a leader in the region, including proactively identifying opportunities for cross-learning across countries and programs, liaising with other regional Country Support Managers and staying abreast of developments in the HIV marketplace and across countries

Qualifications
- Bachelor’s degree plus 4-7 years of work experience
- Excellent written and oral communications skills
- Strong strategic thinking and problem solving capabilities
- Strong analytical capabilities, including high level of proficiency with Excel based modelling
- Ability to operate independently and proactively manage and progress projects, in close partnership with country teams
- Demonstrated leadership capacity, including a proactive approach to identifying opportunities, learning and development
- Detail-oriented with strong organization skills
- Strong relationship building and management skills and ability to communicate effectively in a variety of different contexts
- Commitment to delivering high quality work deliverables to tight deadlines
- Ability to handle multiple tasks simultaneously and set priorities
- Ability to be effective in high-pressure situations and work in a fast-paced, limited-structure, multicultural environment
- Strongly preferred: Experience working for a management consulting firm
- Experience living and/or working in developing countries
- High level of proficiency in relevant computer applications particularly Excel, PowerPoint and Word
- Familiarity with global health issues
