General Description:

The Country Technical Associate Director – provides overall leadership, management and technical direction to SRH-R programs. The CTAD is responsible for ensuring that the range of vertical programs implemented by IPAS SA SRHR activities (comprehensive abortion care, comprehensive contraceptive care, sexual and reproductive health) are directed towards fulfilling Ipas SA’s mission; and in that sense is the leader, clinical manager and the focal converging point of Ipas -SA technical activities.

The position is responsible for increasing the impact and relevance of Ipas SA’s interventions and utilization of services in program areas; and plays a key role in representing Ipas -SA with national and provincial governments, donors and other stakeholders, under the leadership and supervision of the CD. Lead planning and co-facilitation of monthly technical team meetings with the CD to guide the technical discussions.

Lead the coordination of all technical meetings and special output specific or deliverable specific technical meetings. Supervise the whole technical unit and coordinate the implementation model from the national to the districts and ensure appropriate feedback loops.

The position also provides leadership and strategic direction to Ipas SA’s technical units (Health Systems, and Community Access). Provide oversight and / or leadership to all technical dissemination and communication, at the sub-national, national, region and international levels, as appropriate, in liaison with the CD and IPAS Global and, where appropriate.

Overall, the position plays a key role in shaping the organization’s technical, clinical and programmatic strategy and in ensuring that this is implementable and impactful. And therefore, an ideal candidate would be an individual with the unique combination of abilities to plan, strategize and review with an expanded vision and at the same time be hands-on to ensure smooth and efficient on ground operations. Ensure High Quality assurance all programme output reports and technical papers.

This position reports to the Country Director.

Duties and Responsibilities

Program Strategy:

Contribute to development of Ipas SA’s programmatic strategy in response to funding opportunities and/or grant renewals. This position will lead or drive all proposal writing opportunities within the country office. As a member of the senior management team, the position will interface with other units to maintain synergies and contribute to operational decisions related to strategy, HR, organizational plans. Work with appropriate staff, consultants, national and state government officials, donors and partners, and contribute to country-level program strategies based on field realities and implementation feasibilities. Collaborate with relevant units to determine impact of interventions and way to improve the same.

Program Leadership and Supervision:

Provide strategic leadership to plan and implement programs in specific geographic areas. Responsible for translating plans/strategies into operational activities keeping in mind context and feasibility. Ensure integration of activities from various restricted projects and ensure programmatic progress in line with committed deliverables and financial availability, support budget management – ensuring that program budget spending is in line with committed budgets and determine reallocations as appropriate. Lead the technical teams (Health System & Community access, policy, advocacy and ensure upkeep of Ipas SA’s standard of quality of care and technical excellence. Drive the development technical materials and other collaterals to be used in the field.

External Representation:

Promote Ipas SA’s mission and work by participating in relevant advisory and/or working groups with counterparts, partners, donors, National and Provincial Departments of Health and other stakeholders.

Field Staff & Oversight on Consultant:

Oversee and strive to improve systems and procedures between the field resources, activities and staff/national activities. Promote organizational culture and ensure adequate standards are met. Troubleshoot and provide quick solutions to implementation challenges, including HR-related issues.

Core Requirements: 

  • Master’s degree Public Health/ Medicine or related field of study or equivalent work experience required
  • Minimum 10 years of technical leadership experience with focus on sexual reproductive health, rights, contraception, abortion and family planning
  • Strong leadership and managerial skills
  • Experience of leading multi-locational; multi-disciplinary teams
  • Experience of managing annual project budgets in excess of $3 million dollars
  • Strong strategic thinking and program management skills and expertise including budgeting and negotiation skills
  • Demonstrated accomplishment in working and establishing linkages with government and donors
  • Excellent understanding of the functioning of public health sector in SA, especially SRH
  • ​Ability to travel 40% of the work time.

Ipas is a global non-profit organization that works around the world to eliminate deaths and injuries from unsafe abortion and increase women's ability to exercise their sexual and reproductive rights. Ipas works to improve women's access and right to safe abortion care and reproductive health services by:

Training doctors, nurses, and midwivesin clinical and counseling skills for abortion, postabortion care and family planning;

Increasing access to reproductive health technologies, including manual vacuum aspiration (MVA) and medical abortion.

Beginning in 1971, the United States Agency for International Development’s (USAID) Office of Population funded Battelle Laboratories’ work to develop nonelectric vacuum aspiration for uterine evacuation.  But in 1973, Congress passed the Helms Amendment to the US Foreign Assistance Act, prohibiting the use of any US foreign aid to support abortion services overseas. In response, a group of researchers and others affiliated with the University of North Carolina at Chapel Hill came together to complete development of the manual vacuum aspiration (MVA) technology that Battelle had begun. IPAS — International Pregnancy Advisory Services — was born.Along with the manufacture and distribution of MVA instruments, Ipas’s initial focus was on establishing freestanding abortion clinics in developing countries. Between 1974 and 1980, Ipas supported the opening of 13 clinics in 11 countries.Throughout the 80s and early 90s, Ipas increased its role in the international health arena, helping to increase understanding that unsafe abortion is a significant cause of maternal deaths and injuries, and therefore a public health concern. Ipas coined the term “postabortion care,” which was rapidly embraced by the reproductive health community, including USAID. We undertook important research to inform health systems and guide decisionmaking for service delivery. We began working with national and international policymakers to improve reproductive health policies at every level. And we continued to train health-care providers to deliver woman-centered abortion and postabortion care to the full extent of the law in their countries.We quickly outgrew our original name. But because we were well-known in international reproductive health circles, we didn’t want to lose it completely. Hence, we left the acronym behind and became simply “Ipas” in 1993.
