ROLE PURPOSE:

Save the Children International is working in three Darfur States (West, North and Central), in child protection we are implementing lifesaving child protection intervention in some critical localities/areas with more child protection integration in education intervention. SCI is planning to sustain child protection intervention and deliver quality programming that respond to the immediate needs of the affected children and this require more capacitated talents to embrace change and bring new approaches in its programs.

The Child Protection and Child Right Governance Manager, will act as the technical lead on all child protection-related programming for the Save the Children emergency response in the three states of Darfur where Save the Children International (SCI) is operating, which includes child protection case management, psychosocial support and community based child protection mechanisms. The CP&CRG Manager will be expected to lead on child protection-related assessments, programme design and implementation and coordination with stakeholders, in collaboration with the Field Managers and Child Protection Technical Adviser at the CO level. In addition, she/he will oversee the monitoring & evaluation of all CP/CRG related activities and assist in relevant donor reporting. She/he is also expected to play a leadership role within the Greater Darfur team, supporting and building the capacity of colleagues and mainstreaming and integrating child protection interventions across other sector of interventions while also ensuring coordination with CP sub cluster, other CP actors and camp managements.

KEY AREAS OF ACCOUNTABILITY

Programme Management & Quality

  • Responsible for management of child protection program implementation in the three above mentioned Darfur States and ensuring that proposed results are achieved on time, within budget and in compliance with donor regulations.
  • Manage child protection budgets, including monthly budget forecasting and quarterly budget revisions.
  • Provide technical leadership on quality program implementation methodologies in line with good practice and in collaboration and support from the head of child protection and Child Protection Technical Advisor.
  • Ensure that programs are implemented in ways that are responsive to communities and children, in line with SCI, values and strategic plan and compliant with procedures.
  • Work with relevant government and non-government partners to strengthen capacity on child protection programming and advocate for improved child protection systems and policies.
  • Work to develop timely and high quality progress and final reports for external and internal use. These should be results-based and demonstrate progress against agreed indicators.
  • Participate in programme operations meetings, planning and review activities, and provide enhanced insight into child protection programming.
  • Participate in Donor visit to project(s) within the country office portfolio, as required.

Monitoring, Evaluation and Accountability:

  • Ensure accurate monitoring & evaluation and indicator tracking plans for all awards, developing additional monitoring & evaluation tools as necessary to monitor project progress, with support of Monitoring, Evaluation, Accountability and Learning team.
  • Ensure appropriate, timely and accurate data collection against agreed indicators.
  • Ensure that ongoing programme monitoring/learning feeds into alterations into programme design.
  • Work with Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure appropriate accountability and feedback mechanisms.
  • Lead on child protection assessments as required, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs.
  • Conduct regular visits (50% of time) to the area and field offices to coordinate with area and field managers, technical staff and stakeholders
  • Collaborate with MEAL Managers and Coordinators, on the development of tools to monitor and improve the quality of child protection work.
  • Lead the process of lessons learning and development of success stories in coordination with MEAL and communication
  • Ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion ;
  • Ensure program products and learning are maintained within the relevant staff at CO program.

Programme Development & Advocacy

  • Working closely with Child Protection TA, Field Manager and Programme Development and Quality staff to support fundraising for child protection, including development of high quality concept notes and proposals.
  • Ensure that SCI’s work is coordinated with efforts of other agencies and Government, and take a leadership role within interagency coordination forums, ensuring the specific needs of children are being addressed. This may involve taking the lead in the Child Protection Working Group and/or sub-groups at local level.
  • Ensure updated and accurate needed information for use in program development;
  • Work with colleagues from other sectors to coordinate on and integrate programing to ensure children’s needs are met.

Programme Coordination:

  • Maintain strategic links with key duty bearers and stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and community organizations, identify opportunities and ensure SCI’s participation in key activities at local level events
  • Be part of any review and provide feedback on SOPs and Minimum standards for Child Protection at local inter-agency level work
  • Work collaboratively with other sectors on ways to integrate child protection with other programmes, where relevant, in order to maximize impact for children and families;
  • Improve/strengthen the coordination of SCI’s work with relevant ministries on child protection.
  • Capacity building, team work and staff supervision:
  • Identify learning and training opportunities for Save the Children CP Coordinators and Officer as well as partners and ensure adequate capacity building and technical support is provided.
  • Ensure that all CP staff understand and are able to perform their role in a humanitarian response and development context.
  • Support the recruitment, training and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Assist in the Performance management of the CP staff in coordination with their line managers as per organisational policies and procedures
  • Facilitate the development and implementation of detailed annual work plans and key monthly deliverables for CP staff at the field level.
  • Actively support team cohesion and a positive work environment
  • Provide child protection trainings on a regular basis, in line with project outputs.
  • Provide on-the-job training and capacity building support to the child protection team.
  • Where necessary provide technical training for staff and partners as required (assessment tools, programme quality tools, case management, etc.)

QUALIFICATIONS

MSc/MA/MEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience or degree in child protection.

EXPERIENCE AND SKILLS

Essential:

  • Significant professional experience of at least 5 years, including experience working at a senior management or technical level in child protection, CRG and advocacy for international NGOs, preferably acquired working in Darfur over the last 15 years
  • Excellent understanding of the child protection sector, particularly issues related to child protection in emergencies, family separation, and mental health and psychosocial support and case management, children associated with armed forces and armed groups.
  • Clear understanding of the intersection of child protection and CRG with other thematic areas at field and programme offices
  • Proven representation skills.
  • Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative learning approaches.
  • Experience with child protection programming in humanitarian settings absolutely required.
  • Ability to compile narrative sections and thematic budgets for proposals; with capacity to compile/edit/write narrative reports
  • Highly developed interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
  • Strong results orientation, with the ability to challenge existing mindsets.
  • Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Ability to present complex information in a succinct and compelling manner.
  • Ability and willingness to dramatically change work practices and hours, and work with emergency response teams, in the event of emergencies.
  • Fluency in English and Arabic, verbal and written, required and will be an asset;
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable:

  • Knowledge of Sudan economic, social, political and cultural contexts.
  • Knowledge about international donor-compliance regulations, especially for Sida, EU, ECHO, ECD, and OCHA-SHF.
