Overview of the position:

  • The polio program has a significant footprint in our clients African, Eastern Mediterranean & South East Asia Regions. In many countries the polio program has staff both at the national & sub national level, performing a broad range of functions beyond polio eradication (e.g. broader disease surveillance, support for essential & supplementary immunization activities, outbreak preparedness, detection & response, response to other emergencies such as natural disasters & humanitarian crises, health systems strengthening & health promotion activities). The extensive polio HR & operational infrastructure constitutes the backbone of our clients technical & operational support to countries, especially those prioritized for polio transition, where the polio program has the largest footprint.
  • Polio staff have a long track record of supporting emergency response, immunization & surveillance functions in many high risk & fragile countries. Since the start of the COVID-19 pandemic, polio staff (e.g. Surveillance Medical Officers, Data Managers, Community Volunteers, Drivers & Administrative assistants) have been largely channeled to support COVID-19 response. They are currently spending 25 – 75 % of their time on response related activities.
  • The COVID-19 pandemic once again demonstrates that polio staff constitute an essential public health workforce that can be quickly mobilized in support of member states to help the world’s most vulnerable communities. Working in most hard to reach areas, the polio workforce has developed diverse competencies over the years as a resilient health workforce with strong accountability, conducting ground field work, especially in fragile countries where national health workforce capacity is low or limited.
  • The ultimate objective of polio transition is for national govt’s to take over the functions so far supported through the Global Polio Eradication Initiative (GPEI) network, with domestic funding, thereby shifting the responsibility from our client to the relevant MoH.
  • Until govt’s, typically MOH, are in a position to take over, our client will have to maintain the capacity to support some core functions (e.g. surveillance, immunization, emergency preparedness, detection & response) & also to build the capacity of national teams fulfilling these functions. The scope & duration of our clients support will vary, depending on country capacity.

Role objective:

Under the supervision of the Project Manager & in co-ordination with other relevant stakeholders within the polio project, the incumbent shall perform the following duties:

  • Ensure that any information / data or reports requested are promptly carried out & expedited in an efficient manner.
  • Perform software checking routines established & ensure that all the data downloaded into the system is accurate & take the necessary steps to resolve any irregularities.
  • Responsible to ensure that all data produced in the system is accurate & always sent & received on a timely basis & to report any irregularities to the Project Manager.
  • Consolidate all findings & to convert these conclusions reached into useful formats which can be interpreted by management for appropriate action & decision making.
  • Constantly collect & collate useful data which can be used to improve the general systems established & communicate this information to the Project Manager, such as:
  • ü Possible system constraints.
  • ü Common errors reoccurring, possible training needs.
  • Will perform daily reconciliation exercises of all records & ensure that data validation, integrity & accuracy of data are maintained.
  • Share experiences gained with other staff members & strive towards creating good team building & harmonious atmosphere.
  • Travel occasionally within the country as required by the organisation.
  • Perform any other duties as requested by the Project Manager.

Performance criteria:

  • Constantly monitor & analyse data to ensure that it is accurate & produced on a timely basis from each of the area offices.
  • Ensure that any data / information or reports requested are promptly provided & expedited in an efficient manner.
  • Send / receive data transmissions (replications) on a daily basis as set by immediate supervisor.

Project reporting:

  • This role works under the direct supervision of the Project Manager.

Team management:

  • This role has no team management responsibility.

Geographical experience:

  • Minimum of 2 year of experience in Africa (essential).

Qualifications & experience:

  • University Degree in Computer Science / Statistics OR a Masters Degree in Information Systems & Technology OR a Post Graduate course specialized in Statistics & Analysis considered & asset but not a requirement.
  • Held the position of Statistician / Data Analysis Administrator or similar job in a company / NGO with at least 2 years experience gained in the relevant field.
  • Good working knowledge & experience working with MS Office Suite.
  • Comprehensive understanding & good working knowledge with MS Access (Relational Database Management System).
  • Good working knowledge with Windows & Internet Explorer.
  • Experience gained working in a LAN environment & performed administrative duties relating to network management considered to be an asset although not a requirement.
  • Excellent command of the English & Somali language, both written & spoken is mandatory.
