KNCV Tuberculosis Foundation is an international non-profit organization dedicated to the fight against tuberculosis (TB), still the deadliest infectious disease in the world. KNCV is an international center of expertise for TB control that promotes effective, efficient, innovative and sustainable tuberculosis control strategies in a national and international context. We are an organization of passionate TB professionals, including doctors, researchers, training experts, nurses and epidemiologists. We aim to stop the spread of the worldwide epidemic of TB and to prevent the further spread of drug-resistant TB.
Background
Latent tuberculosis (TB) infection (LTBI) is the seed bed for developing TB disease and continued transmission. It’s estimated that a quarter of the world’s population is latently infected with TB. WHO policy to give at least six months of isoniazid preventive therapy (IPT) to people living with HIV (PLHIV) and child contacts has existed since 1993, yet the uptake of IPT in high burden countries remains poor. A short-course regimen of isoniazid and rifapentine weekly for three months (3HP) is now available. 3HP is associated with less toxicity, better adherence and similar efficacy to IPT and may be logistically easier for programs to scale up. WHO has included scaling up TB preventive therapy, particularly short-course regimens, in its End TB strategy. Implementation of 3HP will meet the same fate as IPT unless existing barriers to its supply, adoption, demand and delivery are removed. In order to demonstrate that it’s possible to scale-up the uptake of preventive therapy a consortium initiated the IMPAACT4TB project.
The IMPAACT4TB consortium is led by the Aurum Institute with core partners Clinton Health Access Initiative, Johns Hopkins University, KNCV Tuberculosis Foundation and the Global Drug Facility. Our consortium has exceptional experience in shaping markets, strengthening supply chain management and supporting National TB Programs in high burden countries.
The goal of IMPAACT4TB is to reduce TB incidence among PLHIV and child contacts<15 living in low and middle income countries by contributing to the sustainable scale up of 3HP preventive therapy. The project will utilize the UNITAID grant to start 400,000 people on 3HP and catalyze an increase in supply, demand for and uptake of 3HP in focus countries with the outcome of starting >1 million child contacts and PLHIV on 3HP. The strategy (outputs) is to leverage each partners’ complementary skills, networks and in-country presence to address barriers to supply; adoption; demand and delivery of 3HP. KNCV is leading the implementation process in Ethiopia, Tanzania, Malawi and Indonesia.
Purpose of the position
The overall purpose of the position will be to regularly collect and enter quality client related data for enhanced M&E from sentinel site using the REDCap database, maintaining strict data security and privacy. Moreover, provide routine IT support and other M&E support in coordination with the Senior M&E Officer.
Position in the organization
The Data Collector will report directly to the Senior M&E Officer, and will maintain close communication and coordination to the IMPAACT4TB Project Manager.
Duties and responsibilities
The IMPAACT4TB Data Collector will:
• Collect and enter anonymized client level data regularly at the sentinel site using standardized data collection tool, and provide support to the routine data collection at target sites;
• Ensure the client level data is stored in a secure encrypted data system at central office, and regularly upload de-identified data using the REDCap system;
• Compile, verify accuracy and sort information according to priorities to prepare source data for computer entry;
• Review data for deficiencies or errors, correct any incompatibilities if possible and check output;
• Interrogate and obtain further information for incomplete documents in consultation with the health care providers at ART and TB clinics;
• Generate reports, store completed work in designated locations and perform scheduled backup operations;
• Strictly maintain confidentiality of client related information;
• Respond to queries for information and access relevant files;
• Comply with data integrity and security policies;
• Closely work with the senior M&E officer to address any problems that may arise with the data collection from the research team;
• Provide routine IT support including trouble shooting of the local server;
• Perform any relevant activities to M&E support as assigned by the Senior M&E officer.
Who are we looking for?
Education
• Bachelor’s Degree in health sciences, health information system, Information Management or other relevant academic background; Master’s degree will be an added advantage.
Knowledge/Experience
• At least 3 years of Monitoring and Evaluation experience, preferably with case-based data;
• Hands on experience in TB surveillance and or study data collection is an advantage;
• Knowledge on M&E of TB/HIV diagnosis and care;
• Experience in a non-governmental or donor funded project is an added advantage;
• Proven data entry work experience in programmatic or research setting;
• Experience with MS Office and data programs including REDCap system.
Behavioral competencies and skills
• Good interpersonal skills with experience in networking with partners at all levels (ministry, donors, private sector, NGOs and local community based organizations);
• Excellent oral and written communication skills in English and one other relevant language;
• Country national preferable, conversant in the local language;
• Ability to work as part of a team and independently;
• Ability to cope with a demanding work environment and to organize and prioritize workload;
• Ability to work in a national and international team.
