TERMS OF REFERENCE

Local-level consultant – Data collector for the mapping of interventions in The Gambia, Guinea, and Senegal under Outcome 4 of IOM’s Safety, Support and Solutions Central Mediterranean Programme (SSS-CMR)

1. Principal and specific objectives of the mapping

The main objective of the mapping of development interventions in Guinea, The Gambia and Senegal is to provide a database for the forthcoming research programme supported by IOM in the frame of the Phase II of the Department for International Development’s (DFID), ‘Safety, Support and Solutions’ (SSS) in the Central Mediterranean Route (CMR).

The study will be undertaken in the three target countries by a research partner and will study how development interventions influence migration decision making and how decisions to migrate are affected by context, time and intermediary variables (such as gender, migration history of the family, etc.).

The specific objectives of the mapping exercise are to:

· provide a comprehensive data base of future, ongoing and recently closed interventions in Guinea, The Gambia and Senegal that could be relevant for the research study (the methodology of the mapping of development interventions is detailed in par. 3).

· identify key stakeholders in the development domain in the three target countries.

· identify existing or planned research on development and/or migration decision making in Guinea, The Gambia and Senegal.

· map local partners engaged in community-based interventions (Civil Society Organisations or Community Based Organisations).

· identify if there are communities with existing development plans that have been reached through a community-based approach. Development plans in this instance means a set of priorities that have been identified by the community.

2. The five components of the mapping

I. Development interventions Mapping: in each country the mapping will see what future, ongoing and recently closed interventions exist, who the implementing organisations are and where they are being implemented. Further details are provided in par. 3.

II. Project Stakeholder Mapping: the mapping will outline key stakeholders for development interventions in the country. These will include:

  • local and central government
  • line ministries
  • UN agencies
  • INGOs
  • national development agencies
  • Senegal government

III. Academic Stakeholder Mapping: the mapping will outline the key academic and research stakeholders in the country. These will include:

  • academic institutions
  • research companies
  • established data-enumerator agencies.

IV. Existing and planned research Mapping: country and regional specific research related to the research question, i.e. the impact of development interventions on migration decision making will be collected, indexed and presented.

V. Local Development Plans Mapping: the mapping will also consider communities with ongoing development plans and collect information on their community needs assessments.

5. PURPOSE OF ASSIGNMENT

4. KEY RESPONSIBILITIES

The local consultant will be in charge of:

  • contributing to the data collection and data entry using secondary sources (previous mapping exercises, on line platforms, websites, etc.)
  • undertaking interviews with international organisations, international NGOs, governmental cooperation agencies and other relevant actors, following the mapping methodology, and entering data using an online form provided by the mapping coordinator
  • liaising with IOM country focal point to receive any available information and contact useful to the data collection
  • liaising with the mapping coordinator to report the strategy adopted to reach the consultancy objectives
  • submitting weekly reports of the progress of the data collection
  • participating in trainings/meetings related to the mapping as requested
  • performing such other duties as may be assigned.

Profile of the consultant

· Experience in conducting field research or academic research

· Experience in data collection

· Professional experience in the development field (with NGOs or International Organisations)

· Languages: fluency in English/French

Other skills

· Result oriented and motivated

· Excellent communication and interpersonal skills

· Able to plan and organise the assigned tasks autonomously

· Able to mobilize networks and contacts to reach the consultancy objectives

· Able to monitor and adjust plans and actions as necessary
