Overview of position

In late 2019 parts of Somalia experienced some of the worst flooding in the country’s recent historyresulting in several deaths and significant damage to infrastructure, crops, property, and livestock. Further to this flood event, a joint assessment was undertaken by the World Bank and the Federal Government of Somalia (FGS) to assess the losses and damage caused by the floods and to develop a strategy for immediate recovery and longer-term resilience building. As a result Somalia Crisis Recovery Project (SCRP) was formulated and financed by the World Bank to the Federal Ministry of Finance (MoF). The project is aimed at supporting the recovery of livelihoods and infrastructure in flood and drought affected areas and strengthening the capacity for disaster preparedness nationwide. The recovery interventions will focus on three flood affected Sates (Hirshabelle, South West State and Jubaland), while the longer term interventions will focus on a broader national coverage, enabling Government capacity strengthening in Disaster Risk Management. .

The Project Implementation Unit (PIU) established within the MoF is managing the project implementation with our client providing technical support in project activities design, implementation, monitoring and reporting. As part of the monitoring and reporting support, our client is seeking an Data Management System Development Consultant to develop and information management system to aide translation of raw data into an interactive visual platform to track progress real-time and inform decision making processes of the PIU. The data management and visualization pipeline shall include the development of the data capture module, submission, cleaning and shaping, and an interactive dashboard in line with the project data collection tools. The system is preferably based on KoBo Toolbox, or any other tool that allows direct export to Microsoft Power BI and data processing platform.

Consultant Roles & Responsibilities

The Consultant working closely with the M&E team of the PIU will be responsible for

  • Review of projects data collection forms and reporting requirements to assess the suitability for the free open-source tool for mobile data collection Kobo Toolbox application.
  • Design and develop the data collection platform and ensure the platform is compatible for field based data collection using mobile devices such as mobile phones or tablets, as well as with paper or computers.
  • Develop data preparation and cleaning protocol and automate the extraction of submissions submitted via KoboToolbox to Power Bi data models
  • Develop relationships between different data forms by preparing the shape, adjust, combine and query scripts to connect multiple data sets and generate standardized data set for visualization
  • Develop the basic Kobo Toolbox analytical reporting features such as summary reports with graphs and tables, visualize collected data on maps, data disaggregation and export options etc
  • In consultation with the team working on the development of the data analytical and visualization interface using MS Power BI or similar software, ensure that the data collection platform developed using Kobo Toolbox is interactive with the analytical visualization interface
  • Testing of the data collection platform and make recommendations for improvements
  • Prepare user guides / help manuals, train PIU and implementing partners on data collection, entry and transfer to the data processing platform
  • Start-up technical support and on-going technical support upon client request

Project reporting

The successful candidate will report to the Project manager

Key competencies

Proven overall experience as a data/system analyst, and developer including use of web enabled systems and in the development of information management systems are desirable.Team management

The role has no team management responsibility

Further information

  • Bachelor’s degree in an area relevant to the position roles and responsibilities is required.
  • Minimum of 5 years of Data base / Data Management systems related experience including KoBo ToolBox / Power BI applications related experience is required
  • Fluency if written and spoken English is required
