CHAI Ethiopia carries out a wide range of programs to support the Ministry of Health, Ethiopia in improving the health status of the country by ensuring access and quality of health services. As one of CHAI’s largest field offices with more than 160 staff, the Ethiopia office operates programs 9 programs: Maternal and neonatal Health, Cancer, Child Survival/ Essential Medicines, Health Financing, HIV Access, Laboratory Services, Vaccines, HRH, Woreda Transformation.

Position Overview

CHAI is supporting the MOH’s response to the COVID-19 pandemic.  CHAI has engaged over 60 staff members to support in 7 areas:

o   Data management and analysis

o   Strengthening of regional response

o   Strengthening the woreda response

o   Strengthening the MOH leadership and coordination

o   Private hospitals engagement

o   Public hospital readiness for COVID and non- COVID services

o   Supporting EPHI in testing for SARS-Cov2

The data management and analysis team is supporting the MOH to ensure that decision making on COVID-19 is evidence based. The team is specifically supporting the MOH/EPHI with its data needs focused on facility readiness and case management aspect of the COVID response. Thus far, the team has supported the MOH/EPHI to develop registers, forms and tools to support data collection and capture and worked with the MOH/EPHI and other partners to train staff on the tools. The team will support the MOH/EPHI (in collaboration with other partners working on data) to analyze and visualize data relevant for decision making.

CHAI is seeking highly motivated individuals with strong data management skills, understanding of health sector data, experience within the Ethiopia health system and related experience managing data to play a key role in support of the MOH’s COVID-19 response data needs.  The Data Management Officer will be an integral part of the MOH’s COVID-19 response data team and will be responsible for entering, summarizing, analyzing and sharing data on COVID-19 case management that will be used to support the MOH’s response to COVID-19 in Ethiopia. S/he may also be expected to build capacity regarding data tools within their duty station. S/he will work in partnership with the CHAI and under the direction of the MOH.

Responsibilities:

Key responsibilities include, but are not limited to, the following:

  • Transfer data from paper formats into computer files or database systems using keyboards, ensuring accuracy
  • Verify data by comparing it to source documents and conducting data validation after data entry.
  • Maintain confidentiality of the data/information
  • Follow the proper use of any recordings (paper based or electronic) by the health care workers
  • Collect reports from concerned units (including wards, pharmacy and laboratory) and reconcile the report with the database and registration book
  • Prepare and send reports or data based on the timeline and data flow protocols
  • Participate in data analysis and utilization
  • Liaise with treatment or isolation center unit staff in-charge to fix all inconsistencies/errors identified in the data
  • Retrieve data from the database or electronic files as requested
  • Perform regular backups to ensure data preservation
  • Serve as link between assigned duty station and the Emergency Operation Center at EPHI
  • Other responsibilities as assigned by manager.

Job Requirements

Qualifications:

This position will be based within a fast-paced, results-driven environment and supporting the Government of Ethiopia’s response to the COVID-19 pandemic.

This individual would need to have strong data management skills combined with an ability to work in a dynamic and demanding environment, and relevant experience in data management. Professional experience in working within the health sector and in an emergency, is a significant advantage. CHAI places great value on resourcefulness, responsibility, flexibility, independence, energy, work ethic and humility.

Qualifications and advantages include the following:

  • A minimum of a Bachelor’s degree in health information system, Statistics , computer science, IT or related field;
  • 3+ years of professional experience in data management and analysis in demanding, results-oriented environments
  • Knowledge of the Ethiopian health system
  • Excellent problem solving, analytical and quantitative skills, including great attention to detail
  • Proficiency with of word processing tools and spreadsheets (MS Office Word, Excel etc.)
  • Knowledge and experience using DHIS-2, HMIS, other electronic health information systems
  • Effective team player with strong commitment to excellence
  • Excellent organizational and problem-solving skills
  • Ability to learn on the job quickly and be flexible
  • Strong communication skills
  • Strong command of the English language both oral and written
  • Willingness to work in COVID-19 treatment and isolation centers

Duty Stations:

This position is for multiple duty stations. We are hiring for positions based in Addis Ababa,  including all regional capitals( Mekelle, Bahirdar, Hawassa, Semera, Harari, Dire Dawa, Gambella, Assosa) .
