JOB TITLE: Data manager – Ethiopia VACS, ICAP in Ethiopia (#1)

LOCATION: Country Office, Ethiopia

REQUIRED NUMBER: 1

TERM OF EMPLOYMENT: Contract for 6 Months

BACKGROUND INFORMATION

ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world. ICAP, in partnership with Central Statistics Agency (CSA), the U.S Centers for Disease Control and Prevention, and other partners, is planning to conduct a VACS to estimate violence against children and youth in Ethiopia to design future interventions and prevention strategies. In addition to providing important programmatic information to the MoWCY, FMOH, and relevant stakeholders, this assessment of the national violence against children and youth survey is of great value to researchers and experts around the world. As part of this effort, ICAP would like to hire experienced experts who would manage and monitor VACS data at the country level.

OVERALL JOB FUNCTION

 The Data Manager will be responsible for overseeing the day-to-day operations of a Violence against children and youth survey (VCAS) data in Ethiopia. The data manager will be responsible for in-country management, storage, and security of data, as well as other technical aspects of the Violence against Children and youth surveys conducted on tablets. The data manager will work to ensure delivery of clean, high-quality survey data and troubleshoot possible ICT challenges during data collection. Additionally, assisted the field operation by solving IT-related problems, troubleshoot basic network configuration issues on IP-enabled lab equipment.  In addition, the data manager will control and maintain an active inventory of tablets and other ICT equipment.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Plan the day to day activities to be performed during the household listing and main survey;
  • Develop an in-country data management plan that is consistent with CDC/DVP guidelines
  • Manages Databases and Data Maintenance, Process Improvement, Requirements Analysis, Attention to Detail, Database Security,
  • Developing Standards, Database Performance Tuning, Operating Systems
  • Plans database upgrades by maintaining, evaluating, and improving a transaction processing model
  • Assesses database performance by developing a protocol for the measurement of results and identification of problem areas.
  • Supports database performance by monitoring database performance; evaluating and resolving processing and programming problems; designing database management tools; answering user questions.
  • Secures database by preparing access and control policies and procedures; implementing disaster recovery procedures.
  • Supports application design by contributing expertise to applications, operations, and technical support teams.
  • Accomplishes information systems and organization mission by completing related results as needed.
  • Offers suggestions for possible upgrades and changes of the IT services;
  • Builds the ICT Policy of the ICAP CU;
  • Provide management and oversight of data collection including data monitoring, data management, and data cleaning during survey implementation
  • Ensure electronic data collection (EDC) equipment (i.e. Samsung tablets) are inventoried upon arrival and return, tracked while in-country, used with care, maintained in a safe place before and after data collection, and returned to CDC/DVP upon completion of the survey.
  • Work with CDC/DVP and CSA in preparing the data for analysis by providing country census data/information requested by CDC/DVP.
  • Review and contribute to the VACS country priority indicator brief and final report development within the timeline agreed upon with CDC-DVP and CDC-Ethiopia.
  • Communicates the decided course of action back to the field teams
  • Performs other duties and responsibilities as assigned by the immediate supervisor;

Job Requirements

·  Master’s  Degree in Information and Communication Technology, Computer Science or related fields required

·  Must have a minimum of 6 years direct experience with SQL Server (SQL is highly desired).

·  Skilled knowledge of DTS, PL/SQL, SQL*Loader, OPS, OEM, Windows2000 and/or Unix environments is also highly desired.

·  Excellent IT, communication, leadership and management skills

 ADDITIONAL REQUIREMENTS

·  Ability to fill multiple roles simultaneously

·   Demonstrated Experience in Data Base Management

·   Industry certifications and memberships a plus

·  Excellent IT, communication, leadership and management skills

·  Ability to fill multiple roles simultaneously

·  Proven track record of maintaining IT structural integrity

·  Must be able to act as a manager in setting priorities and be able to indicate when central support is required.

·  Experience with computers, especially with Personal Digital Assistant (PDA) is a plus.

TRAVEL REQUIREMENTS

·  Periodic domestic travel throughout Ethiopia to support the planning and implementation of the VACS data management activities in the field.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS.
