Project Summary:

The Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) team provides on-the-ground support on performance monitoring, data verification, gender, impact evaluation, output, and environmental compliance, and collaboration, learning and adapting (CLA) assistance to USAID/Mozambique. The MMEMS main office is in Maputo, with field offices in Quelimane and Nampula.

Position Summary:

The DQ Officer is a medium level position and will assist in the planning, implementation and reporting of all technical activities. The DQ officer will report to the DQ Advisor).

Responsibilities:

  • Assist the team leader in the preparation and implementation of Data Quality Audits for HIV clinical and community indicators, as defined by USAID
  • Travelling for periods of up to 2 weeks each month
  • Actively participate in the elaboration of preliminary findings and recommendations to USG, MOH and implementing partners who have been audited, in consensus with the auditing team members, including preparation of the final report
  • Assist in the preparation of brochures, flyers, abstracts, case studies and publications for MSIP
  • Assist the team leader to define and monitor the implementation of proposed strengthening actions based on DQA results that will improve the information system data quality
  • Support the development of training sessions or supervision visits to audited partners and local authorities, based on requests
  • Participate in technical meetings with key stakeholders to plan DQ interventions and discuss DQA results
  • Actively participate in the elaboration of annual project work plans and quarterly performance reports
  • Assist the project team in the preparation of technical meetings, workshop and conferences
  • Participate and provide technical support to any other activity/task defined by the COP

Qualifications:

  • The DQ Officer will ideally hold a degree in public health, statistics, or related field;
  • Background in M&E and data quality strengthening highly desired; Prior experience in conducting DQAs is an advantage;
  • Demonstrated leadership, strategic thinking, organizational, team-building, and communication skills;
  • Experience in Mozambique is desired;
  • Fluency in English and Portuguese; and
  • Familiarity with USAID policies and regulations.
