Overall purpose of the role:

The DDG Coordinator – Conflict Management (CM) will be responsible for technical standards, guidelines, and training supporting the CM programme in South Sudan, which delivers activities focused on conflict prevention and conflict sensitivity outcomes (with a particular focus on youth). The CM Coordinator will be responsible in drafting quality input to CM project reports, and supporting the design of Monitoring, Evaluation, Accountability and Learning (MEAL) processes to ensure an impact-driven response across the CM programme. The CM Coordinator will also act as the thematic lead for all CM activities under the 3-year Food for Peace (FFP) funded project ‘Complimentary Action to Resilience Building’ in South Sudan (CARB), which is a consortium led by NRC and including DRC, Acted, REACH, and IRC. Particularly, the CM Coordinator will liaise with DRC’s overall FFP Programme Coordinator, Area Managers, Technical Coordinators, and consortium partner leads to ensure consistent standards are applied across partners to CM activities, with a focus on ensuring conflict sensitivity is mainstreamed across the CARB programme. The CM Coordinator will also prepare funding proposals in order to secure complementary funding to existing CM grants, and represent DRC/DDG South Sudan’s CM programming to donors and other external stakeholders.

Responsibilities:

Strategic Planning:

  • Develop DRC/DDG’s internal programme and fundraising strategies for CM programming in South Sudan
  • Work with DRC Technical Coordinators to identify and develop technical approaches for integrated programming, particularly in the areas of Protection and Food Security and Livelihoods (FSL).

Programme Coordination & Development:

  • Technical support and guidance to the Conflict Management PM, who is responsible for supervision and work planning across all CM field teams and quality control of activities implemented by CM teams;
  • Development of guidelines and Standard Operating Procedures (SOPs) steering the work of roving CM and Conflict Analysis (CA) Technical Field Managers (TFMs), who are responsible for field-level training and quality assurance of implementing teams (including CARB partner teams)
  • In collaboration with the DRC MEAL Manager, responsible for designing all MEAL processes relating to CM across the DRC/DDG programme, including coordination across departments and sector to ensure that learning is used to adapt future programming
  • Development and monitoring of a programme-wide CM MEAL Plan, including for all CM activities conducted under the CARB consortium
  • Responsible for coordination with CARB partner field leads on context-specific conflict management approaches, including conflict-sensitivity across multi-sector programming
  • Work closely with DRC Protection and Food Security and Livelihoods (FSL) Technical Coordinators to identify opportunities for complementary or integrated programming, including identification of specific funding opportunities to support cross-sector approaches
  • Act as the focal point for all CM programme liaison with DRC/DDG sectors and external partners, with the aim of facilitating multi-sectoral support to DRC/DDG’s beneficiaries.
  • Design and deliver training of trainers (ToT) sessions on new programme concepts and methodologies to the programme’s PM and TFMs
  • Provide quality assurance and regular input to training packages and approaches, as delivered by the TFMs
  • Provide DRC/DDG programme-wide guidelines on conflict sensitivity, and provide trainings where required to DRC Technical Coordinators and PMs
  • Work with the CM programme’s PM to ensure that capacity building plans for national staff remain relevant and geared towards overall improvement of quality and sustainable localization of the CM programme.

Fundraising:

  • In collaboration with the DDG Head of Programme, contribute to the sustainable management of programme growth and development, ensuring that existing capacities are considered for future strategic growth.
  • Together with the DDG Head of Programme and DRC Technical Coordinators, identify opportunities for new projects and funding;
  • Develop, or contribute to development of funding proposals
  • Support the DDG Head of programmes / SMT to identify and track CM-related fundraising priorities and create proactive engagement strategies
  • Review and provide input to all relevant DRC/DDG project design and proposals, to ensure conflict sensitive approaches are well-developed and clearly communicated.

External Representation & Advocacy

  • Strengthen DRC’s contacts and coordination with relevant government departments, UN agencies, NGOs, CSOs at the national on issues relating to conflict management
  • Share DRC/DDG learning with respect to CM and conflict sensitivity, including through presentations to the UN Cluster system
  • Engage in relevant discussions and represent DRC/DDG positions on CM across the UN Cluster system, including the Protection Cluster and HLP Technical Working Group
  • Provide input to donor narrative reports.

REQUIRED

  • A minimum of 5 years of working experience providing technical guidance and training within the peacebuilding, conflict management or similar sectors
  • Extensive understanding of working on issues related to conflict management, conflict sensitivity, community-based approaches, awareness raising, and development of policy recommendations;
  • Minimum 1 year of project management experience at the programme implementation level
  • Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
  • Fluency in verbal and written English;
  • The ability to translate develop realistic strategic plans that shape programming;
  • Experience coordinating across departments and sectors at field and country office levels.
  • Experience designing and delivering training of trainers (ToT) sessions
  • Experience designing and / or managing the delivery of MEAL plans;
  • Successful experience with fundraising;
  • Experience with the liaison with donors and Government authorities;
  • Experience in working in complex and politically-sensitive contexts;
  • A team player – able to demonstrate a constructive, cooperative and problem-solving approach;
  • Ability and flexibility to understand the cultural and political environment;

  • University degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience. Master’s degree is preferred.
  • Experience leading a PDQM, fundraising or business development department;
  • Demonstrable experience working in business development in Somalia or any country in the EAGL;
  • Demonstrated ability to devise and implement resource mobilization strategies;
  • Proven ability to secure new business opportunities and partnerships;
  • Experience working with technical teams to develop program proposals that are funded by institutional donors;
  • Strong networking, representation, and negotiation skills;
  • Superior computer skills;
  • Excellent verbal and written communications skills in English.
