Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Technical Field Manager for tis DDG programme.

Overall purpose of the role

The Danish Demining Group (DDG) Technical Field Manager (TFM) is responsible for overseeing Explosive Ordonnance Disposal training activities of the DDG programme in Nigeria, with a focus on building national capacity of the Nigerian Police force in the Northeast. The TFM will have the overall responsibility of DDG’s EOD training project in the north east.

Key Responsibilities:

Technical Needs assessment of the Nigerian Police EOD teams.

· The TFM will conduct a in depth needs assessment of the Nigerian Police force EOD capacity in the northeast. This will form the foundation of assessing the training needs of the police.

Team Management

· Provide management oversight to any other EOD instructors that come to DDG Nigeria to conduct training.

Training:

· With the input of the DDG HQ tailor DDG’s EOD training courses to the needs of the Nigerian police force as highlighted by the technical need’s assessment.

· Conduct regular EOD courses throughout a 12-month period as well as continuously mentoring the Police EOD officers in Borno, Adamawa and Yobe states.

· Oversea the program of first aid training that is scheduled to be delivered to the Nigerian Police EOD teams.

· In a timely fashion arrange for external trainers to visit Nigeria to assist in you in running EOD courses.

Reporting

· Ensure proper and timely financial and narrative donor reporting in compliance with internal and external reporting

· Regular reporting to the Mine Action Manager and the DDG HoP and other colleagues as required and agreed.

Accountability

· Abide by DDG EOD SOP’s at all times and ensure the safety of students attending the EOD course.

· Ensure compliance with the guidelines, policies, procedures and values of DRC/DDG.

Requirements

Essential:

· Proven minimum 5 years of experience with program management (planning, implementation and monitoring) from a complex and fragile environment, preferably in Sub-Saharan Africa

· Proven experience working on EOD training project.

· EOD Level 3, ideally EOD 3+ as well as knowledge of IEDD.

· Strong on liaison and networking with police, both on a national and local level.

· Proven ability to mentor and coach others.

· Politically and culturally sensitive with qualities of patience, tact and diplomacy.

· The capacity and willingness to be flexible and accommodating in difficult and insecure circumstances.

Desirable:

· Preferable experience working with national partners and capacity building projects.

· Preferably either police or military experience.

Certificate/licences:

· EOD 3/EOD 3+/IEDD

Languages:

· Excellent verbal and written communication skills in English (writing reports and proposals).

· Knowledge of local languages (i.e. Hausa, Kanuri, etc.) an asset but not compulsory

We offer

Contract: 1 year with possibility of extension, subject to funding and Performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for national staff conditions in the respective Country. This position is under Employment band M.F level 1

Availability: As soon as possible

Duty station: Maiduguri, Borno state, Nigeria

The Danish Refugee Council is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors:

Shelter and Non-food Items, Food Security, Protection, Income Generation, Coordination & Operational Services, Community Infrastructure & Services, Humanitarian Mine Action, Armed Violence Reduction (AVR), Water, Sanitation & Hygiene (WASH), and Education.

Shelter and Non-food Items: Provision of emergency shelter, emergency cash grants, rehabilitation of housing, distribution of non-food items (NFIs) and provision of return and repatriation kits.

Protection: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.

Education: Education grants and fee support, school feeding programmes, teacher training and support, school materials provision and construction or rehabilitation of school structures.
