MCDI is currently seeking candidates for a Deputy Chief of Party (DCOP) position to lead an anticipated malaria
bilateral in Burkina Faso (funded by USAID-PMI). The DCOP will be responsible for overseeing programmatic aspects of the program. S/he will oversee the daily administrative operations of the project, including human resources, procurement, and reporting. S/he will work with the COP and senior management teams to make sure operating policies and procedures are in compliance with USAID and MCDI regulations. S/he will liaise and maintain productive collaborative relationships with in-country partners, Ministry of Health/National Malaria Control Program and other stakeholders working in malaria.

Essential Job Functions:
The Deputy Chief of Party will:
Work in
close collaboration with the Chief of Party to develop tools and strategies to
address all malaria-related activities for improved patient outcomes
Contribute
to strategic planning, implementation, and monitoring of malaria-related
functions such as prevention, treatment, and diagnosis
Provide
technical leadership on implementation and use of treatment protocols, improved
quality of preventative and counseling services, malaria in pregnancy, and seasonal
malaria chemoprevention.
Track
and report on accomplishments of activities within the work plan
Qualifications/Requirements:
The Deputy Chief of Party will:
Have a clinical or medical degree in a health-related
field; a Masters’ degree is a plus
Minimum of 8 years of experience in senior
management roles leading technical and administrative teams for complex health
projects in similar scope in Sub-Saharan African countries; experience in
Francophone West Africa preferred
Monitor program activities against targets
ensuring compliance with project planning documents, and make adjustments to
ensure client and stakeholder expectations are met
Develop and implement all project planning
activities, including work planning, staffing, M&E, and financial among
others
Strong organizational skills including ability
to prioritize and multi-task
Experience preventing malaria in pregnancy,
seasonal malaria chemotherapy and malaria case management is preferred
Experience in project management, managing staff
and resources to execute research or field implementation programs is required
Demonstrated program management expertise;
excellent understanding of USG regulations and compliance issues
Experience working with malaria donors such as
USAID PMI, World Bank, Global Fund, and DfID is preferred
Represent the project on behalf of MCDI in
national, regional, and international meetings and conferences (as appropriate)
Strong interpersonal skills, team player and
makes her/himself available as needed
Fluency in written and spoken French and English
required; proficiency in at least one or two local languages a plus
Proficient in the use of the standard Microsoft
Office package with particular experience using Words, Excel, PowerPoint and
Internet Explorer, Outlook
Willingness to be locate in Ouagadougou
Priority will be given to Burkinabe nationals
