Deputy Chief of Party (DCOP)

Reports to: Chief of Party, Open Doors Project

Location: Lusaka

Basic Function:

The DCOP under leadership of COP will provide technical leadership, oversight and capacity building to OD staff aimed at delivering high-quality prevention, care, and treatment programs and packages of interventions for each key populations.  The DCOP will be responsible for leading a broad spectrum of activities, including strategic planning, technical thought leadership, communication and relationship management with key partners/stakeholders, and facilitation of knowledge sharing on all aspects of program service delivery.

Key Responsibilities:

Provides technical oversight and capacity building including support for the design, implementation, and monitoring and evaluation of HIV prevention program for the project. Assist in the establishment of close working ties with the Community District Health Offices and the District AIDS Task Forces (DATFs) and other key partners focusing on HIV and health service integration, co-location and support to KP specific sites. Provides leadership and technical assistance in HIV prevention, care and treatment interventions by ensuring innovative, evidenced based programming including ART as a prevention for each of the key populations. Remains informed on current state-of-the-art programs in the HIV/AIDS prevention, care and treatment field, especially with regard to key populations, through the review of literature and articles, and maintains links with other international bodies which specialize in HIV treatment and care. Contribute to the production of the reports required by PEPFAR, USAID, and FHI360. Participate actively in documentation of the program activities and results Help in capacity  building and  needs identification for the program Represent the Project at national, regional, and international “knowledge sharing” forums including the National AIDS council technical committees, as needed. Performs other duties as assigned by the Chief of Party

Minimum Requirements:

Master’s degree, or its equivalent in Public Health, or Social Sciences with 10 years’ experience in program management, with at least 5 years’ experience in HIV/AIDS/public health programs Extensive experience working with key populations which include female and male sex workers, people who inject drugs, and MSM Familiarity with the scientific literature and evidence based HIV programming Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection, especially as they pertain to key populations Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance Must be able to write and speak fluent English   Experience must reflect the knowledge, skills and abilities listed above Anticipate field travel to sites of at least 25% of the time
