Context:

The United States Agency for International Development (USAID)’s initiative, “Strengthening Community Resilience and Learning in Côte d’Ivoire’s Border Areas to Counter Violent Extremism (CVE)”, also known as Resilience for Peace (R4P), focuses on preventing the spill-over of VE from the Sahel into Côte d’Ivoire’s northern border areas. The main objectives of this programme are as follows: increase knowledge, learning, and understanding (KLU) of violent extremism (VE) in border communities; reduce socio-pol-economic marginalization and inequality in border areas; and increase positive narratives to counter radicalization and hate speech, particularly for youth women and girls in border areas’.

Under the overall supervision of the Chief of Mission (CoM) in Cote D’Ivoire and the direct supervision of the Chief of Party (CoP), the successful candidate will assist the CoP with all responsibilities, including the development and implementation of the project’s vision, strategy, technical direction, and serve as acting CoP in the Chief of Party’s absence.

Core Functions / Responsibilities:

  1. Assist the CoP with strategic, operational and work planning. Ensure project compliance with all contractual reporting and financial requirements of United States Agency for International Development (USAID) and IOM.
  2. Assist the CoP in creating and maintaining good working relationships with USAID, Government of Côte d’Ivoire counterparts, local organizations, and other programme partners.
  3. Provide technical and managerial guidance and leadership, including technical expertise and oversight.
  4. Supervise the operational, administrative, financial and grant management teams to ensure compliant processes and performance, operational and cost efficiency, and effective management and monitoring of sub-awards.
  5. Serve as acting CoP in his/her absence.
  6. Oversee complex monitoring and evaluation (CAMEL) as well as Collaborating, Learning and Adapting (CLA) functions.
  7. Oversee the financial management and administration.
  8. Provide back up support in the areas of communication, media, and other discipline requisite for the success of the project activities.
  9. Oversee the successful, implementation of the programme’s community-based, small grant initiatives at the field level in accordance with the overall objectives of the programme by directly supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.
  10. Train and coach staff to support a strong understanding of the programme strategy, and work with field teams in their effort to develop and maintain collaborative relationships with local grantees, local government authorities, local contractors, international Non-Governmental Organisations (NGOs), donors, and other key stakeholders, in support of strong programming.
  11. Coordinate closely with the Logistics/Procurement and Finance Units to ensure application of standard guidelines and procedures aimed at ensuring an appropriate, efficient, and transparent use of funds.
  12. Provide regular reporting to the CoP on grant implementation and provide relevant inputs on project implementation to the Grants Unit.
  13. Oversee the collection and submission of weekly bullets on the local political and security context to the Reporting Officer for inclusion in the bi-weekly report.
  14. Liaise with IOM’s Staff Security Unit (SSU) and the Country Office Security Focal point as/when required, in close conjunction with the management of IOM Cote D’Ivoire and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.
  15. Coordinate with the Monitoring and Evaluation (M&E) Officer and Assistants to develop, monitor, evaluate, and recommend performance measures for regional and individual activities, including contractors and grantees.
  16. Develop a deep understanding of all aspects of the Grant Activity Cycle, particularly grant preparation and submission of grant ideas. Oversee the Grants Unit to ensure the programme grant matrix and database are updated weekly. Propose recommendations to strengthen administrative structures and processes to ensure smooth activity implementation.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration, or a related field from an accredited academic institution with ten years of relevant professional experience; or

• University degree in the above fields with twelve years of relevant professional experience.

Experience

• Eight years’ experience managing public of private sector international development conflict management and peacebuilding, media, peace promotion, countering violent extremism, conflict mitigation or governance-related programmes, preferably including previous experience in Francophone Africa;

• Eight or more years as Chief of Party or Deputy Chief of Party, or in a project leadership position demonstrating skills related to programme management, including budget and personnel management, motivating and supervising team efforts, solid performance management, including programme planning, implementation, and achieving success in complex activities;

• Demonstrated significant governance and conflict expertise;

• Strong experience on CAMEL and Collaborating, Learning and Adapting (CLA), with demonstrated flexibility and adaptation in a changing environment;

• Experience managing programmes that address gender issues and advance women’s empowerment;

• Professional experience and preferably Counter Violent Extremism (CVE) experience in the Sahel or Francophone West Africa;

• Thorough knowledge of the United Nations Department of Safety and Security (UNDSS)

protocols and experience working in a Phase III or above security environment; and

• Experience managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
