Deputy Chief of Party, Bridge Youth Connect Activity, Burkina Faso

ACDI/VOCA is seeking a Deputy Chief of Party (DCOP) for an anticipated Bridge Youth Connect (BYC) Activity funded by USAID. The 5-year project aims to create improved skills and economic opportunities for young women and men in Tillaberi, Maradi, and Diffa regions in Niger and Centre Nord and Est regions in Burkina Faso. BYC is one of several activities supporting USAID’s Bridge Project devoted to addressing the development challenges that are drivers of recruitment for violent extremism in the Sahel. The Youth Connect Activity is anticipated to start in September 2020.

The DCOP will be responsible for supporting the Chief of Party (COP) in management of staff, capacity building and stakeholder engagement. The DCOP will also coordinate the development, implementation and reporting on detailed management plans that may include implementation plans, deliverable tracking, etc., in assigned areas of responsibility. The DCOP will provide managerial oversight of activities conducted under the BYC activity. The position is based in Ouagadougou, Burkina Faso.

Responsibilities

  • Support the COP in providing strategic and technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives
  • Provide financial and operational management that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor
  • Maintain collaborative partner relations
  • Assist COP in maintaining active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions
  • Support reporting to USAID through both formal and informal debriefings, annual and semi-annual reports
  • Represent the project and the organization in public, as assigned, and support the distribution of information about project achievements and lesson learned
  • Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility
  • Ensure project delivery meets all standard operational policies and procedures

Qualifications

  • At least six years of experience in senior management of development programs of similar or greater scope and complexity;
  • A minimum of a Master’s degree in a relevant subject or a Bachelor’s degree with an additional four years (making 10 years) of relevant technical work experience;
  • Demonstrated leadership, strategic thinking/planning, management, and presentation skills;
  • Proven experience implementing programs in insecure and conflict prone environments;
  • Strong interpersonal and supervision skills managing multicultural and high-performing teams;
  • Proven ability to establish close, trusting relationships with IPs, host government officials, and other donors;
  • Significant relevant technical experience, preferably in comparable settings;
  • Written and oral French language competency, equivalent to tested FSI R3/S3; and
  • Written and oral English language competency, equivalent to tested FSI R4/S4 – a candidate with lower levels of written English skills is acceptable if the staffing structure includes a fluent English-language writer available in-country to support preparation of documents in English.
