Plan international has implemented grants from the Global Fund for fighting AIDS, Tuberculosis and Malaria, since round 4.

Plan works on Global Fund’s grants in Benin, Burkina Faso, Liberia, Guinea, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

The Global Fund for fighting AIDS, Tuberculosis and Malaria on the proposal of the National Coordination has designated Plan International Guinea as Principal Recipient to implement the combined tuberculosis-HIV prevention 2018-2020 grant.

The Deputy Chief of Party, Program (D-COP-P) is responsible for supporting the Chief of Party in the overall coordination and management of all programmatic aspects of the grant in accordance with approved documents, as well as the policies and procedures of Plan International and the Global Fund. He/she has the responsibility to draft detailed work plans for the grant, for project staff, and to support the Chief of Party to oversee grant implementation. The D-COP-P supports the Chief of Party to collaborate with the Country Coordinating Mechanism (CCM), the Global Fund Secretariat through its Fund Portfolio Manager (FPM), the Local Fund Agent (LFA), Plan International Regional Office (WARO), and Plan International Canada as a strategic technical partner in the implementation of the grant. He/She assists the Chief of Party with coordination and communication with different key stakeholders involved in the implementation of the program, including the Country Coordination Mechanism (CCM), civil society organizations, people living with the disease (HIV, TB), communities, bilateral and multilateral agencies, the LFA, National Program against Tuberculosis, National Council Against HIV/AIDS, the Direction against Infectious Diseases (DLSI), and any other partner that is involved in the fight against HIV/AIDS and Tuberculosis

As Deputy-Chief of Party/ D-COP – Program, you will be responsible for providing technical leadership of the GF coordination team in the design, implementation and evaluation both to Plan International Senegal as co-recipient (PR) for Tuberculosis grant and Malarias. You will validate achievement of program objectives and indicators that is aligned with Global Fund New Funding Model (NFM) HIV-TB funding request goal and objectives for Senegal and provide support to, and collaborate closely, with the Chief of Party in the day-to-day implementation of the grant.

In this position, you will be responsible for:

1. Program Quality and management:

  • Assists the Chief of Party in coordination of planning process and ensures that program activities are implemented according to the work plans, approved deadlines and within the budget limitations;
  • Coordinates of the design and review of program documents in collaboration with the COP;
  • Coordinates with the COP in facilitating overall high standards of accountability, effectiveness and efficiency in the achievement of program goals, objectives and indicators;
  • Reviews Sub-Recipients reports, provides feedback on implementation progress and performance, identifies solutions to address challenges and weaknesses;
  • Works with constituent parts of the GF program management unit in order to coordinate timely and quality report submission (PUDR) to the GF;

Shared ownership with COP of overall work plans, and serves as the link to the rest of the team members on operational aspects of work plan.

2. Technical documents and condition precedents:

  • Development of dashboard for CCM quarterly oversight meetings;
  • Responsible for producing initial draft of all technical documents including strategies, impact analysis, review reports, reprogramming, PUDRs, etc.;
  • Managing the fulfillment of all condition precedents and special conditions;
  • Managing implementation conditions set forth by GF in ongoing management letters.

3. Manage the program technical team:

  • Supervise the program technical team to meet program objectives;
  • Conduct periodic reviews of staff performance in keeping with Plan International’s performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork;
  • Participate into the recruitment for the program, in collaboration with Human Resources department, to ensure optimum service delivery through recruitment of competent and qualified staff.

4. Partnership and Field/Program Staff Capacity Building

  • Develop and manage monthly calendar for partnership activities and coordination meetings with all partners in the disease component;
  • Explore and develop monthly engagement opportunity that improve Plan International coordination and engagement with stakeholders;
  • Follow up on agreed strategies and actions needed to improve specific relationship with: a) Plan – CCM b) Plan – PNT, Plan – PNLP, c) Plan – CNLS d) Plan – and other disease related partner organizations working on Tuberculosis, malaria and/or HIV;
  • Organize training programs for program staff;
  • Lead the knowledge management and knowledge sharing of the grant.

5. Support the COP to ensure that the Global Fund program team is operating as high performing team respected by and adding tangible value to country program

  • Individual and team performance is professionally managed and meets Plan International’s standards, policies and procedures and technical quality implementation;
  • A performing and highly motivated Global Fund TB-Malaria program team is sustained with clear objectives, implementation strategies and Key Performance Indicators (KPIs);
  • Staff support and professional development needs are identified and met for improved staff performance;
  • Ensuring GF team’s fulfillment of Plan International’s core policies including Child Protection Policy; gender equality, health and safety etc.
