Project Overview and Role
Palladium is seeking a Deputy Chief of Party (DCOP) for the upcoming five-year USAID Liberia Health Systems Strengthening (HSS) project to work with the Chief of Party to ensure quality and timely implementation of the program’s activities. The DCOP will manage the technical components of the program, monitor, evaluate, and ensure the effectiveness of interventions and activities, and compile program reports. The DCOP ensures integration and coordination on all components. under the direction of the COP, and with the Technical Directors, the DCOP will coordinate with relevant Government of Liberia stakeholders to ensure effective integration of program activities.
This position will be based in Monrovia and is contingent upon contract award to Palladium Group.
Responsibilities
- Provides overall technical guidance and management of all program activities necessary to achieve objectives, outputs, and products to ensure meet requirements in terms of quality, schedule, and budget.
- With the COP, oversees the design, development, implementation, and monitoring and evaluation of the program’s multi-year strategy and annual work plans
- Directly supervises all technical component leads
- Supports overall planning, design and management of program and technical teams to ensure effective program implementation
- Coordinate integration of all components to achieve optimal results and impact
- Under guidance of COP, manage relationships with program stakeholders, including: national governments, regional bodies, business and trade associations, and other private sector partners
- In coordination with COP, assist in coordinating technical activities with partners/partner offices, country representatives, and embedded staff
- Leads/ensures preparation of reports and documents to USAID and program partners
- Oversees the development of the project’s knowledge management systems and ensure the timely delivery of high quality reporting and deliverables.
Requirements
- MPH, MBA or MA in public health, international development, international relations, public policy, or related field.
- At least 10 years of experience in international health and development, with at least 5 years of managing or leading technical assistance within large complex health projects.
- Experience working with USAID-supported projects in West or East Africa is preferred. Familiarity or experience with Liberia health system is a plus
- Prior experience working with USAID-funded programs is a plus
- Considerable experience in health systems strengthening, health financing, and human resources for health, is highly desirable
- Must have sound knowledge of methodologies and best practices in health system strengthening
- Adept in effectively managing stakeholder relationships and partnerships
- Appropriate computer skills necessary to conduct research, and to conduct analysis of study data
- Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) – this includes data analytics
- Ability to multi-task and keep track of concurrent activities and deadlines
- Strong written and oral communication skills for high-level policy audiences
- Must be willing to live and travel within Liberia.
- Fluency in English required
