Chemonics seeks a deputy chief of party for the anticipated USAID Liberia Strategic Technical Assistance for Improved Health System Performance and Health Outcomes (STAIP) Activity. The purpose of this project is to support the strengthening of the Ministry of Health’s systems to improve patient outcomes at primary health care facilities by providing sustainable capacity building and incentivizing better health systems performance through performance-based financing. Select technical assistance will be provided at the central level to ensure alignment and implementation of national priorities and processes. Additionally, an important component of this activity will be to support meaningful reforms in health financing including delivery of selected priorities in alignment with the Ministry of Health’s Liberia Health Equity Fund to ensure quality and equitable access to health services without undue financial burden to patients. The deputy chief of party reports directly to the chief of party and will take a leadership role in driving technical implementation, ensuring that the activity meets stated goals and reporting requirements.

The deputy chief of party will lead all technical project activities and will ensure project implementation at the national and subnational levels. He or she will assume the responsibilities of the chief of party in their absence. He or she will coordinate among USAID and key stakeholders and other implementing partners and will interact with various Liberian government institutions and representatives, particularly at the national and local levels. He or she will take a technical leadership role in coordination with government and other partners and will work closely with key technical staff members on the project. He or she will be knowledgeable about current health systems strengthening and human resources for health models and service delivery approaches. Experience in public health financing is strongly preferred. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work with the chief of party to provide management, leadership, oversight, and technical direction to strengthen health institutions; increase the availability and improve management of key health systems resources; and strengthen community systems for quality health services in Liberia
  • Support the chief of party and technical team in day-to-day project implementation, management, client engagement, and coordination between partners, government counterparts, and other implementation partners
  • Support the chief of party to develop and implement key management systems that will support project planning, reporting, and performance management
  • Oversee work planning, review all technical writing products and deliverables, and lead project communications
  • Support the provision of technical guidance in relevant project areas
  • Ensure that the project meets stated goals and reporting requirements; identify challenges, obstacles, and difficulties affecting project implementation; develop strategies to solve these problems; and work with the chief of party and USAID as needed to implement these strategies
  • Serve as acting chief of party as needed

Qualifications:

  • A master’s degree or higher in public health, medicine, international development, or a related advanced degree
  • Minimum eight years of professional experience managing large, complex health projects in developing countries
  • Progressively responsible experience in health systems strengthening, service delivery or other related field, including several years of management and supervision experience
  • Proven experience developing institutional capacity in government institutions in Liberia or a similar environment
  • USAID experience required
  • Candidates with experience working on programs related to health governance, decentralized health systems, healthcare financing, service delivery, and/or malaria and reproductive, maternal, newborn and child health programs in Liberia preferred
  • Demonstrated ability to work and communicate effectively with government representatives, for-profit private sector entities, local community organizations, and donors and other stakeholders, particularly at the sub-national level
  • Strong communication skills, including interpersonal, presentation, written, and oral English; strong analytical skills
  • Demonstrated leadership, versatility, and integrity
