We are looking for a Deputy Chief of Party (DCOP) to help us plan and coordinate all activities under an anticipated 5-year USAID-funded HIV Scaling up Access for Expanded Voluntary Medical Male Circumcisions Services (SAFE) Activity in Namibia. The DCOP will support the in-country management and implementation components of the program, aimed at identifying target populations, providing HIV prevention and treatment services, and linking with community- and facility-based HIV services across the clinical cascade in Namibia. This position is based in Windhoek, Namibia, and is contingent on award.

Main Responsibilities:

  • Provide technical and strategic leadership for evidence-based program design, rollout and demonstration of program performance.
  • Lead the design and implementation of new initiatives through regular performance and process improvement.
  • Lead the management of a differentiated care model for key and priority populations.
  • Manage a team of technical staff to ensure quality, timeliness, and efficiency of all products and services generated under the program.
  • In collaboration with Monitoring and Evaluation team, ensure consistent generation of quality data for timely decision-making at all levels.
  • Lead work plans, and review and track performance.
  • Ensure responsiveness to donors, the Government of Namibia and stakeholders on programmatic matters.
  • Serve as the principal institutional liaison to Government of Namibia regional structures and institutions.
  • Oversee day-to-day program management.
  • Lead national level epidemiological thinking and thought leadership on key and priority population programs.Qualifications

Required Qualifications

  • Demonstrated capacity to provide management oversight to large, donor-funded programs.
  • Bachelor’s degree in health sciences preferably in Medicine or Nursing or degree related to activity’s outcomes, master’s degree preferred.
  • 6+ years of substantive international and domestic (Namibia) experience in HIV prevention interventions.
  • 6+ years of direct management of biomedical HIV interventions, including management of local non-governmental organizations.
  • Ability to organize and work with diverse teams to produce high quality project deliverables on time and according to budget.
  • Demonstrated experience managing PEFPAR-funded projects.
  • References will be required.
  • The successful candidate will be required to pass a background check.

HISTORY

PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. For its first 15 years, PSI worked mostly in family planning (hence the name Population Services International). In 1985, it started promoting oral rehydration therapy. PSI’s first HIV prevention project — which promoted abstinence, fidelity and condoms — began in 1988. PSI added malaria and safe water to its portfolio in the 1990s and tuberculosis in 2004.

HEALTH IMPACT

PSI has an uncompromising focus on measurable health impact and measures its effect on disease and death much like a for-profit measures its profits. Just last year PSI saved the lives of 9,246 mothers, prevented 3,896,671 unintended pregnancies, stopped 234,367 new HIV infections, and avoided 379,286 deaths due to diseases like malaria, diarrhea and pneumonia that most threaten young children.

World headquarters in Washington, D.C., programs in more than 50 countries, European office in Amsterdam.

More than 8,900 staff work for PSI and its affiliates. PSI’s expatriate staff is about 1% of the overall workforce. Support services and advocacy are provided by staff in Washington, D.C., and Amsterdam, Netherlands.
