Chemonics seeks an operationally focused deputy chief of party (DCOP) for the anticipated USAID Niger Non-Formal Education Activity. The five-year activity aims to increase safe and equitable non-formal learning opportunities for out-of-school adolescents to develop foundational skills of literacy, numeracy, and social emotional learning, with a focus on adolescent girls in multiple regions in Niger, including those affected by conflict and climate crises. This position will be based in Niger. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include but are not limited to:

  • Oversees all project operations including but not limited to administration, logistics, procurement, budgeting, financial, and property management.
  • Ensures that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW, including ensuring that all procurement processes are perceived as transparent by beneficiary communities, ensuring fair and transparent procurement processes, and reviewing of financial management.
  • Handles all human resource and personnel management issues and tasks, including recruiting and hiring of local staff and consultants, employment mechanisms such as short-term and long-term agreements of local staff, administration of local staff leave and benefits, local staff care and professional development, and performance management and review.
  • Coordinating with headquarters on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions. Manages local registration mechanisms and administration, including adherence to compliance with host country requirements.
  • Efficiently guides and oversees the establishment, implementation, managements compliance, timeliness of delivery, and financial considerations of subcontracts, grants, and service provider/vendor contracts.
  • Support scope of work development and oversee receipt of the necessary approvals for technical engagement with project subcontractors and short-term consultants.
  • Identifying adjustments in operations to ensure that the project adapts to changes in need and context.
  • Establishes close working relationship with the DCOP-Technical/Senior Education Advisor to ensure smooth coordination around planning, implementation, and monitoring of all project activities.
  • While not directly responsible for overseeing activity development, the DCOP-O will be expected to have a good grasp of the programmatic aspects of the project and be prepared to step in as needed to support the COP and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the project.

Qualifications:

  • At least six (6) years of relevant work experience and a minimum of bachelor’s degree or ten (10) years of relevant work experience without a bachelor’s degree on donor-funded projects in a related role, preferably with grants or small grants under contract programs
  • Minimum one (3) year supervisory experience is required, preferably with culturally and geographically diverse staff.
  • Niger experience required; experience supporting operations in conflict-affected regions strongly desired.
  • Experience with a donor, contractor, or international NGO managing an office or program is required.
  • Fluency in USAID’s policies and procedures regarding human resources, financial management, financial reporting, and procurement processes, and systems is strongly preferred. Prior experience with Chemonics’ procedures and systems also desirable.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out is highly desired, but not required.
  • Experience working in security challenged environments is strongly preferred.
  • Profession proficiency in written and spoken French is required. Proficiency in spoken Zarma or Hausa and written and spoken English preferred.
  • Strong interpersonal, oral, and written communication skills and demonstrated ability to coordinate complex activities in high-paced work environments.
  • Demonstrated leadership, versatility, and integrity.
