Job Overview:
The South Sudan Advancing HIV & AIDS Epidemic Control (AHEC) Program will operationalize pathways to epidemic control using global 90/90/90 targets for 2020 and 95/95/95 targets for 2030. Program activities will aim to diagnose persons infected with HIV, provide life-saving antiretroviral (ARV) therapy for persons living with HIV (PLHIV), and support retention and adherence to ensure HIV viral suppression to reduce AIDS-related deaths.
Two key objectives are 1) to increase prevention, care, treatment, and retention services for at-risk men, women, children, and key populations, and 2) strengthen the capacity of local partners to prepare them to receive prime funding. AHEC will be required to achieve South Sudan’s annual 90/90/90 targets.
Position Description
The Deputy Chief of Party (DCOP) reports directly to the Chief of Party (COP) and will take a leadership role in ensuring technical implementation of high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. S/he will assume the responsibilities of the COP in the absence of the COP.
S/he will coordinate among USAID and key stakeholders and other implementing partners and will interact with numerous government institutions and representatives. S/he will take a technical leadership role in coordination with government and other partners and will work closely with the Capacity Development Director and other operational functions. He/she will be knowledgeable about current implementation science and state-of-the-art service delivery approaches.
Key Roles and Responsibilities
· Provide technical leadership, guidance, assistance, and mentorship in HIV service delivery, increasing demand for and utilization of prevention, testing, care, and treatment services, system strengthening, and evaluation and learning.
· Assist the COP with all technical and management aspects of project implementation.
· Support the COP to lead development and scale of innovations and new approaches that increase use of high impact HIV prevention, uptake of HIV testing, and rapid ART enrollment for those that are HIV-diagnosed.
· Lead development of scopes of work for project partners, collaborators, grants under contract, and consultants, and provide technical oversight and management of partner and consultant activities.
· Alongside COP, closely monitor implementation of project activities against approved work plans and budgets and ensure timely completion of outcomes and achievement of targets.
· Lead development of annual work plans, progress reports, and other required deliverables.
· Work closely with project staff and partners to identify, document, and disseminate best practices.
At a minimum, the DCOP will have:
· A master’s degree or higher in public health or related field.
· At least seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in South Sudan or similar contexts.
· At least five years of demonstrated experience in managing and supervising a technical team and in project design.
· At least three years demonstrated state-of-the-art experience within the capacity at a mid- or senior level in the areas of HIV & AIDS care AND demonstrated experience in two of the following areas: quality improvement/ quality assurance; community health; human resources for health; M&E; and operations research.
· Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
· Professional level of oral and written fluency in English language
· Prior experience in implementing donor-funded HIV & AIDS programs in South Sudan preferred.
· Proven track record of developing relationships and working successfully with major international health donors (USAID, CDC, etc.) and potential partners.
· Prior experience managing client relationships, reporting, work planning, financial management, and overall program implementation.
· Experience working on U.S. government (including PEPFAR) or other large donor-funded projects required.
· Proficient with Microsoft Office applications (Word, Excel, and PowerPoint).
