Summary of Role:

IntraHealth International is seeking candidates for the role of Deputy Chief of Party/Technical Director (DCOP/TD) for an anticipated five-year, USAID-funded Health Workforce Improvement Program (HWIP) in Ethiopia. This project will work with the Ministry of Health (MOH) at the national and sub-national levels (regional, zonal and woreda), higher educational institutions that provide healthcare education under the Ministry of Education (MOE), and targeted health worker professional associations, to create greater efficiency and self-reliance for delivery of quality health services through qualified health workers. The focus will be on institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres, improve the competency of clinical health care workers, and build the skills of health human resource managers.

The DCOP/TD will support the COP in the overall technical oversight of the project and is specifically responsible for project implementation that relates to strengthening leadership and management capabilities of Federal Ministry of Health (FMOH) and Regional Health Bureau (RHB) human resource managers and the leadership and faculty at higher education institutes. This includes building their leadership, management and governance capacity for human resource management and healthcare education, strengthening the enabling environment for health workers to provide quality healthcare services through structural interventions that improve standards, generating timely data and evidence-based research results, and promoting continuous quality improvement in healthcare. S/he will take a leadership role in ensuring technical implementation is contextual, responsive and designed to deliver sustainable impact and ensure self-reliance and transition; that interventions are evidence-based and that the project meets its stated goals and reporting requirements.

This position is contingent upon award and approval by USAID.

Roles and Responsibilities:

  • Lead development and implementation of a robust project workplan
  • Oversee the overall technical management of the program, including day-to-day activities and oversight of sub-recipient activities
  • Supervise the technical team of advisors and consultants to deliver high quality results
  • Supervise the M&E Specialist and team to ensure appropriate measurement of project impact and high quality statutory reporting along with the use of data for health workforce performance improvement and systems for service delivery improvement
  • Initiate and facilitate regular technical meetings to review program implementation, and identify measures to overcome implementation bottlenecks and enhance quality of deliverables
  • Ensure daily operations of implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals
  • Work with the COP to provide technical and administrative support in all aspects of the project and carry out any duties that may be assigned by the COP
  • Assist the COP with all aspects of project operations including, technical oversight, human resources, recruiting and training and developing an organizational chart with distinct roles and responsibilities

Requirements:

  • Master’s degree in public health, health policy, health systems management, human resource management, international development, or an advanced degree in a related field.
  • Minimum of ten years of total relevant experience managing and leading technical and administrative teams for complex health systems strengthening projects, with substantial knowledge and experience related to health workforce training policy analysis, pre-service education and in-service training reform, health workforce management and productivity, and with at least five of those years in Sub-Saharan Africa, preferably in Ethiopia.
  • At least five years of demonstrated experience in managing project design and implementation.
  • At least five years of experience supervising a technical team.
  • Proven ability to develop effective technical working relationships with counterparts and partners at all levels.
  • At least three years demonstrated state-of-the-art experience at a mid- or senior level in health systems strengthening, AND demonstrated experience in one or more of these sub-areas:
  • competency-based curriculum reform, including quality standards;
  • accreditation and regulations;
  • HR management capacity building;
  • leadership and governance;
  • strengthening local HRH research capacity;
  • using data to make HR planning and management decisions;
  • advocacy.
  • Demonstrated experience overseeing development of activity budgets, managing activity costs, and monitoring program spending against budget in an accurate and timely manner.
  • Previous experience working on USG funded projects preferred.
  • Professional level of oral and written fluency in English language.
  • Stellar candidates from Ethiopia preferred.
