DEPUTY CHIEF OF PARTY

Location: Uganda
Reports to: Chief of Party
Amref is recruiting a Deputy Chief of Party (DCOP) for an anticipated 5-year USAID-funded Multi-sectoral Nutrition, Maternal and Child Health Activity project in Uganda. The activity purpose is to strengthen and improve government multi-sectoral leadership, including systems for Reproductive Maternal Neonatal Child Health (RMNCH) and Nutrition. It is expected to support the creation of an enabling environment for functional multi-sectoral RMNCH and Nutrition systems. The DCOP will provide technical and programmatic leadership to the project, including overseeing the program teams, lead the project implementation, reporting and documentation and efforts to comply with USAID rules and regulations. S/he will support the Chief of Party (COP) and liaise regularly with key stakeholders representing the program, including assigned USAID in-country technical advisors and other staff, relevant Ministry stakeholders, and civil society networks. The primary duties include, but are not limited to, the following:

Key Functions
*Assist the COP with all aspects of project operations including, technical oversight, human resources, recruiting and training and developing an organizational chart with distinct roles and responsibilities

  • Ensure daily operations of implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals
  • Provide leadership to technical and programmatic components and oversee the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives
  • Lead quality assurance interventions and work with the COP to determine appropriate decisions and actions in nutrition and RMNCH related issues
  • Provide technical guidance on nutrition policy, strategy and multi-sectoral action for nutrition integrated RMNCH programming
  • Ensure the technical soundness of the project, focusing on results-oriented technical components and timely high-quality deliverables and reporting
  • Ensure regular evaluation of program effectiveness and determination of corrective actions needed to maintain focus and attain planned results
  • Oversee implementing partners and advise on technical issues
  • Ensure strong working relationships with implementing and technical partners, the Ministry of Health in Uganda and USAID
  • Represent the project in public and professional circles through meetings, conferences, and presentations
  • Work with COP to Support development and monitoring of technical work plans and budget
  • Work with COP to identify lessons learned and best practices for external dissemination
  • Work with COP to ensure programmatic compliance with USAID rules and regulations

Required Qualifications

  • Master’s degree or higher in nutrition, public health or other relevant development field, with a strong medical back ground highly preferred.
  • At least 10 years of experience in public health systems strengthening programs, with significant expertise in developing and implementing nutrition, RMNCH or related programs
  • Experience working as DCOP in implementing, leading, and managing nutrition or RMNCH programs as a DCOP or equivalent
  • Experience working with USG directly or as an implementing partner, strong familiarity with other health services USG initiatives, and considerable experience working with the host government
  • Proven ability to effectively interact with national, district and community authorities, the USG and other donors, as well as other implementing partners
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders
  • Strong skills and a track record in strategic visioning, leadership, networking, and problem-solving
  • Proven oral and written communication skills in English leading groups towards program results
