Project Overview
Crown Agents USA is recruiting a Deputy Chief of Party (DCOP) for an upcoming USAID-funded program in Egypt titled Macroeconomic Stability and Reform (MESR). The purpose of the MESR activity would be to assist the Government of Egypt undertake fiscal and budgetary reforms based on international standards and best practices at the Ministry of Finance and potentially other Ministries involved in budget and cash management issues. The activity would provide technical assistance to improve cash management, budgeting, and expenditure control to promote greater efficiency, transparency, and accountability.
Position Purpose
The DCOP is an executive level position responsible for working with the Chief of Party (COP) and the technical team in daily operations. This includes support to meet the project’s technical objectives; manage financial resources and program staff; manage partner coordination; maintain good working relationships with host government officials, stakeholders, and local partners; manage donor reporting; and ensure high-quality delivery of services. This position is contingent upon award.
The DCOP reports to the COP.
Key Responsibilities
- Ensure high-quality technical programming through hands-on staff supervision and partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
- Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports.
- Ensure the cost-effective use of resources.
- Ensure compliance with HQ and donor requirements, policies, and regulations.
- In coordination with the COP, act as liaison to relevant donors, the local government, and other stakeholders.
- Provide training and mentoring to partners to strengthen capacity.
- Take the lead in drafting reports, including quarterly and annual reports to USAID.
- Help recruit and directly supervise local project staff in line with Crown Agents USA HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Crown Agents USA’s values are practiced.
- Serve as Acting COP in the COP’s absence.
- Perform other duties as assigned.
Basic Requirements
- Bachelor’s degree in a relevant field, such as financial management, public policy, or public administration.
- At least 10 years of experience in managing economic development programs with some experience in public financial management (PFM) and/or institution strengthening initiatives.
- Demonstrated experience in overseeing programmatic, administrative, and financial management functions of international development work.
- Expertise in USAID procedures and policies, agreement compliance, financial planning and management, procurement, subaward management, and other management support areas.
- Knowledge of the political, economic, cultural, and social context in Egypt.
- Demonstrated effective interpersonal skills, creative problem-solving, and ethical management.
- Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
- Fluency in English.
Preferred Qualifications
- Advanced degree in a relevant field.
- Demonstrated ability to manage multi-disciplinary teams of professionals.
- Experience managing large, donor-funded programs, with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners, and diverse staff and beneficiaries.
- Ability to provide the financial management and oversight necessary to successfully execute a large-scale program.
- Demonstrated ability to develop and maintain strong relationships with stakeholders in Egypt.
- Working proficiency in Arabic language.
