The role
Save the Children seeks a Deputy Chief of Party (DCOP) for a USDA McGovern-Dole International Food for Education and Child Nutrition Program. The LEARN program will be implemented in six counties in Liberia: Gbarpolu, Grand Bassa, Grand Gedeh, River Cess, River Gee, and Sinoe and will reach 229 schools and 112,498 direct beneficiaries throughout the course of the project. Save the Children will carry out the LEARN program over a period of five years. LEARN’s project design addresses both of USDA’s strategic objectives: Improving literacy of school-age children (SO1) and Increased use of health and dietary practices (SO2). Activities of the project focus on improving the quality of literacy instruction, student attentiveness, student attendance, improving knowledge of health and hygiene practices, safe food preparation and storage, and nutrition, and by increasing access to clean water and sanitation, preventative health interventions, and food prep materials and storage equipment.
The DCOP also leads the technical activities of the LEARN project, as described below. The position is envisioned as 80% technical leadership and 20% management. S/he is the Acting COP when the COP is absent and is the LEARN Program’s secondary POC to the program donor and to government ministries. The DCOP provides technical leadership, strategic guidance, and oversight for the following areas: SO1: Improved literacy of school-age children, SO2: Increased use of health and dietary practices, and grants, as well as overall program management. This will include supervising local national staff involved in these initiatives, as well as developing sub activities to meet program targets, managing human and financial resources for these activities, overseeing implementation, and reporting on results to the program management and USDA. S/he will provide direct supervision for the field staff under the sub agreement with Mercy Corps. The DCOP works alongside technical specialists in developing strategic partnerships with GOL ministries, other USG-funded projects, NGOs and the private sector. The DCOP works in close collaboration with the Commodity Management Director, Finance Director and Support Services Manager to ensure that activities are implemented on schedule and within budget, and to keep the operations team up-to-date with technical developments for planning and projection purposes.
Qualifications and experience
- Post-graduate education (master’s) in international development, agricultural and all-related field around food security, health and nutrition, community development.
- Extensive experience managing education, health, nutrition, and/or water, sanitation, and hygiene programs in Liberia;
- Post-graduate education (master’s), and over 7 years of experience in education, public health, nutrition, health sciences, or related field and demonstrated experience in management of large, community-based and inter-disciplinary teams;
- A history of productive involvement with the Liberia decentralized government processes and service delivery models in education, health, water and Agriculture;
- Strong leadership skills, proven experience in strategic planning, overseeing large programs and ability to effect and manage change effectively.
- Experience and with working and coordinating with INGOs, national NGOs and government agencies and working with local partners.
- Demonstrated knowledge and background in community mobilization and engagement;
- Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate;
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations;
- Familiarity and understanding of USDA/USAID policies and procedures, or those of other donors, or those of donor-funded projects or community-based projects;
- Fluent oral and strong analytical, written English communications skills is required
