As Deputy Chief of Party (DCOP) for Finance and Operations for a large-scale PEPFAR-funded project, you will be responsible for and serve as primary coordinator for all aspects of project finance, administration, compliance, and sub-award management. Under your leadership the operations will support to ensure the project improves access, retention, and adherence to effective HIV services and decrease stigma/discrimination for PLHIV affected by mental health (MH) issues (common and complex) and decrease health care worker stress, anxiety, and burnout to increase the quality of HIV/TB services in South Africa. You will also provide leadership and management of operational functions including Human Resources (HR), Supply Chain Management (SCM), Administration, Information and Communication Technology, and Security and Audit. This position is contingent upon funding.
Required languages – English
Travel – Must be willing and able to travel up to 15%.
Education and Experience
* Master’s Degree in Business Administration, Finance, Accounting, or other relevant field, or a Bachelor’s degree with 10 years of relevant experience;
* 7 years of experience in the management of large-scale, complex, international development assistance programs;
* Minimum 5 years of experience in financial planning and management, procurement, and operations management and developing and managing large budgets and sub-awards
* Minimum 3 years of experience in direct supervision of professional staff.
* In depth knowledge of CDC/PEPFAR rules and regulations.
* Knowledge of relevant procurement regulations and local market conditions
* Familiarity with Oracle or similar or financial management software highly preferred.

Preferred Qualifications
* Staff management experience and abilities that are conducive to a learning environment that reflects CRS’ commitment to diversity and gender equality.
* Knowledge of procurement and office administration/management issues.
* Ability to represent the agency at high levels.
* Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
