Position Summary:
The Associate Research Scientist works under the direction of the Country Director and supervises and/or works in close collaboration with Unit Directors, Provincial Managers and other ICAP staff to design, implement and monitor ICAP’s portfolio of projects and activities in Mozambique. The Deputy Country Director provides strategic, programmatic and technical direction for ICAP in Mozambique and ensures that all diverse programmatic goals and objectives for ICAP in Mozambique are met and that decisions are data driven. S/he conducts routine organizational assessments to identify organizational resource gaps and leads efforts to develop and implement course corrective strategies to ensure achievement of program goals, targets and adherence to timelines, to avoid duplication of efforts and to ensure efficiency in program implementation. S/he liaises closely with donors, the Ministry of Health (MOH) at national and subnational levels, other host-government entities, civil society groups, and ICAP staff within the region and at headquarters (HQs), as needed, to ensure ICAP in Mozambique’s strategies, technical work plans and budgets are aligned with donor expectations, national priorities, and ICAP’s organizational strategies and approaches. The Deputy Country Director holds a leadership position and is expected to effectively represent ICAP at provincial, national, regional and global consultations, meetings, and conferences
Major Accountablities :
- In close collaboration with the Country Director, provide strategic direction and oversee the implementation of ICAP’s programmatic, technical, research and training work in Mozambique.
- Support the translation of donor, host-country and organizational priorities into strategic plans to inform proposals, project implementation, budget development and reporting.
- In close collaboration with the Country Director, lead and drive high levels of performance and service excellence amongst all staff.
- Directly supervise technical Unit Directors and ensure cross-collaboration between technical units, operations units and ICAP HQ leadership and staff to develop, implement and monitor strategies, processes, tools and systems required for successful project implementation.
- Guide the development of materials related to HIV treatment and prevention and other relevant areas, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
- Lead the strengthening, development and management of clinical and strategic information systems related to HIV and other health programs in ICAP-supported regions of Mozambique. Such assistance includes development, monitoring and review of technical approaches vis-à-vis target achievement in collaboration with MOH and provincial and district health authorities (DPS and DDS), and liaising with MOH to ensure appropriate alignment of priorities and efforts.
- Lead the development of implementation tools to ensure programs are implemented with fidelity to best practices and current ICAP and MOHguidelines
- Serve as a resource for MOH in the development and revision of clinical policies and protocols, evaluation of programs, and in the development of new and/or expanded programs for the care and treatment of HIV; represent ICAP on technical working groups and other national forums.
- Manage and coordinate technical inputs for reports and data submissions and ensure that all reports are of high quality and developed in a timely manner for submission to ICAP HQ, to donors and to the host country government.
- Develop strategies for ongoing donor engagement and serve as a key focal person for donor communication, as necessary; lead meetings with donors and partners to identify opportunities for collaboration and advancement of ICAP’s portfolio of work.
- Communicate proactively and regularly with key contacts at leadership and staff levels within ICAP HQ, as needed, in relation to current and future projects.
- Contribute to the development of new business development opportunities relevant to ICAP’s portfolio of work in Mozambique and within the region.
- Perform other duties, as assigned.
This is a grant funded position.
Minimum Degree Required:
- Doctoral level degree in medicine, public health, tropical medicine, epidemiology, health management or related field.
Minimum Qualifications:
- Doctoral level degree in medicine, public health, tropical medicine, epidemiology, health management or related field.
- Proven experience managing and monitoring public health programs, including identifying and addressing programmatic, financial, administrative, and logistical requirements.
- Strong understanding of rules and regulations common to international and US Government-funded health and development programs.
- Direct experience supervising and managing a large group of technical and operational staff.
- Excellent oral/written communications, interpersonal, organizational, and computer skills and competency in public speaking in order to present information to large audiences.
- Fluent in English & Portuguese.
- Availability to travel as needed within Mozambique.
Preferred Qualifications:
- A minimum of 10 years of experience managing and implementing complex international public health programs in low resource settings focused on HIV, maternal and child health, public health surveillance or related fields.
- Direct experience in PEPFAR-supported programs in sub-Saharan Africa.
- Prior experience in the evaluation of public health programs in low-resource settings.
- Prior experience in the generation of program reports, concept notes, work plans and proposals.
- Experience in quality improvement an advantage
- Additional Information
- 6-8 trips per year up to 10 days each trip to field project sites in Sub-Saharan Africa.
