Project Description:STARTING DATE: SEPTEMBER 2019 (Subject to availability of funds)

PRIMARY FUNCTION/PURPOSE: The Deputy Country Director (DCD) supports the Country Director (CD) by managing the office in the fields of finance, administration and security, and by providing forward planning and implementation of field office activities. In addition, the DCD will be responsible for ensuring compliance with donors’ rules and regulations, monitoring and evaluation and timely reporting. The DCD will manage the program in the absence of the CD.
POSITION SCOPE: Support CD in the implementation of IFES/Tunisia programming for assigned projects and in managing the office. Oversee varied activities and processes to support effective project management and implementation. Collaborate with CD in monitoring all aspects of project operations, reporting and compliance.
DECISION MAKING/PROBLEM SOLVING: Complex decision-making requiring in-depth analysis, management of multiple projects and donors simultaneously, ingenuity, capacity to evaluate and respond to new and changing issues and sound problem-solving ability. Identify risk factors with potential to disrupt achievement of program/project goals. Analyze issues, problems or opportunities and propose appropriate courses of action.
FISCAL RESPONSIBILITY: Participate in proposal development, financial management, project budget development and planning. Review of field financial reports. Ensure compliance with IFES and donor rules and regulations, particularly with regard to fiscal management.
RELATIONSHIPS: Maintain collaborative working relationship to ensure timely and successful achievement of project goals and objectives. Partnerships require a high degree of diplomacy, tact and judgment, with ability to address conflicts or difficulties in a constructive manner.
SUPERVISION EXERCISED: Oversee several in-country project staff.
Job Responsibilities:

  • Support the CD in managing field office operations, program implementation, human resources, administration, finance, security and donor reporting.
  • Assist the CD in ensuring timely execution of project activities within the allocated budget, strategic development and implementation.
  • Lead projects’ forward planning through the coordination and update of the field office workplan.
  • Oversee the implementation of specific project activities as directed by the CD and provide technical input as needed.
  • Oversee the project’s monitoring and evaluation plans, ensure programs are meeting indicators and recommend program adjustments as needed.
  • Ensure the timely completion of program quarterly, annual, and final reports, ensuring reporting captures impact and analysis of results.
  • Support business development efforts in collaboration with the CD, including mapping concepts for new programming, tracking donor priorities, informing donors of programming needs and strategizing for engaging new and existing stakeholders.
  • Raise the country office profile through written products about programming, briefing papers and other products
  • Oversee fiscal management of projects, including approval of field expenses and regular evaluation of project burn rates and expected spending in collaboration with HQ.
  • Manage field office operations, including collaboration with the Security and Operations Manager on security protocols and procurement processes in accordance with IFES policies and donors’ rules and regulations.
  • Serve as the IFES representative when the CD is not available.
  • Supervise in-country local staff and consultants providing feedback on performance.
  • Other duties as assigned.
    Qualifications:Education: Master’s degree, in international politics, international development, public policy, or a related field strongly preferred.

Experience: Minimum of 10 years of relevant experience planning, implementing and managing international development programs, preferably in the area of democracy and governance, elections and/or civic engagement. Minimum of 5 years of experience working with US Government and non-US donors in related program areas, with at least 3 years of office management and staff supervision experience, and with knowledge of election administration and operations and experience working with election management bodies. Familiarity with political, economic and social context of Tunisia is an asset.

Related Skills or Knowledge: Experience with office administration, security management and activity planning and implementation. Demonstrated national staff management, project administration and financial management skills. Detail-oriented, creative, dependable and organized. Demonstrated ability to manage staff, prioritize and handle multiple tasks and consistently meet tight deadlines. Ability to develop and manage effective local relationships by applying cultural awareness. Strong communicator, both verbally and in writing, in English, and French or Arabic. Demonstrated outstanding writing and reporting skills. Collaborative, team oriented individual. Proven capacity to work well with minimal supervision.

LANGUAGE SKILLS: Fluency in written and spoken in English, and either French or Arabic required. Other proficiency in French or Arabic is an asset.

TRAVEL: Travel to the regions is required.
