IRC started operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur to eastern Chad, with intervention in the Ouré Cassoni refugee camp. Assistance to Sudanese refugees has now expanded to the management of the ten camps in the East and one camp in the West with assistance to refugees and local communities in health, nutrition and water, hygiene and sanitation. In 2012, to respond to drought and food insecurity, IRC expanded its geographic coverage in the Guéra region; IRC is currently working in three health districts Mongo, Mangalmé and Melfi and is providing prevention and treatment of malnutrition to the local population. In May 2016, IRC opened an office in the Lac region to respond to the Boko Haram crisis. IRC implements assistance projects in health, nutrition as well as protection and response to gender-based violence (GBV).
IRC Chad is committed in its 2022 – 2024 Strategic Action Plan, to continue to provide essential humanitarian services in health, nutrition and protection / GBV, while improving the economic well-being and building the resilience of beneficiaries, especially women and girls. IRC Chad will continue to work with and closely support states actors/ ministries for key areas of intervention so that IRC’s actions fit into national policies to ensure better ownership of actions taken towards.
Job Overview
Deputy Director of Field Management Chad provides leadership, decision-making and coordination of the program’s essential support functions for the excellent implementation of activities in the field. It ensures that program and projects are supported effectively and rigorously and that all necessary systems, frameworks and tools are in place and implemented in a coherent manner.
The position reports to the Country Director (CD) and is a country program Senior Management Team member. The Deputy Director of Field Management oversees Humanitarian Access & Security, Supply Chain, IT, and Administration and supports field Programming, Finance, and Human Resources for Chad.
The Deputy Director of Field Management is responsible for ensuring cohesion between programs and operations through a close working relationship with the Deputy Director for Programs and Senior Operations Coordinator. The DDFM advises senior management about programming directions and opportunities and ensures that program activities are carried out effectively, efficiently, and safely, in furtherance of objectives as laid out in the Strategic Action Plan and taking into consideration all internal and external factors affecting the operational environment in Chad.
Major Responsibilities
Leadership and Management
• Actively participates in the development and implementation of IRC Chad’s Strategic Action Plan (SAP).
• Contributes to the animation and strategic decision-making in the frameworks provided for this purpose: Senior management team, Country Executive Team, Security, Safety and Security Management Team, etc.
• In collaboration with operations, oversees robust and comprehensive security and risk management through participatory approaches across departments and levels of field staff.
• In collaboration with program managers and field coordinators, continuously monitor and assess the evolution of the humanitarian context and needs in Chad and transmit them to colleagues in the crisis management team.
• Actively participates in project management by providing the necessary support to project teams for excellent procurement/service management, logistics by overseeing the development and implementation of tools such as procurement plans, expenditure plans, work plans, etc. etc.
Field Operations Support
• Be responsible for the operational support necessary to be provided to project teams and field teams to facilitate the implementation of interventions.
• Provide overall support and guidance to field operations, with a focus on Supply Chain, Logistics, and Administration, including providing support to ensure field offices and program centers are functioning efficiently and transparently and in compliance with IRC policies.
• Supports the IT staff to provide effective IT services and support to the Field Office
• In cooperation with the CD and HR Coordinator, ensures the risks IRC field staff face in their work environment are mitigated to the degree feasible given the context
• Ensures field leadership competency in budgeting functions, contributing to the proposal and operating budgets, and leading on field budget vs actual oversight.
• Ensures Security Management Plan, SOPs, and Contingency Plans are kept up to date, ensuring that staff are aware of and supported in following these documents
Staff Leadership and Development
• Ensures effective management, in conjunction with relevant colleagues, through responsive supervision and performance management of direct reports across relevant teams.
• Adheres to and acts following the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations
• Always ensures implementation of HR policies and procedures
• Provides supportive mentorship, leadership, and clear performance objectives to team members
• Set regular meetings with staff members to prioritize information-sharing and team building
• Ensures that all reports develop and implement Capacity Building Plans for their teams
Representation and Coordination
• Represent IRC through Chad based coordination forums
• Serves as an active Senior Management Team member
• Serves as a focal point and maintains communication oPt SMT members across the base and regional/Emergency unit counterparts as needed.
Requirements
• Advanced degree in relevant technical or managerial subject area
• Excellent professional track record with 6-8 years of humanitarian management experience, preferably in a conflict/post-conflict environment with leadership responsibilities
• Demonstrated skills and experience in program design and delivery, including proposal development and/or strategic-level operations design and delivery
• Experienced in working in hostile environments as well as security analysis and management
• Excellent communication and presentation skills
• Excellent leadership, people management, interpersonal and negotiation skills, and a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. We are looking for someone with good team-building skills and knowledge of participatory approaches; you should display flexibility, adaptability, and cultural sensitivity.
• Experience managing country program teams with a diverse portfolio
• Proven ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment
• Proven experience in transitional organizational structures, change projects, and development of policies and procedures in complex environments a strong advantage
• Knowledge and experience of sanctions and related law, regulations and compliance a strong advantage
• Ability to work under pressure and on multiple strategic files in an independent and participatory manner.
Languages:
• Fluency in French. Excellent oral and written communication skills.

Specific security situation and housing
The Deputy Director of Field Management Chad will be based in N’Djamena with travel throughout the country. The security situation in Chad continues to be volatile in the North-East with the security at phase yellow. This is an accompanied position.
He/she will live in individual housing.
