General Position Summary

The Deputy Director, RM&E is responsible for designing and leading the efforts to make Last Mile Health a more data-driven organization. This is accomplished by setting the overall vision for program monitoring, coordinating data analysis and survey design efforts, acting as the technical lead of LMH’s mobile health platform, and overseeing technical support to the Health Monitoring, Evaluation, and Research (HMER) Unit at the Ministry of Health (MoH).

Essential Job Functions

  • Monitoring Strategic Vision: Ensure the successful collection of routine programmatic data, mobile health data, and special data collection for program, grant, and government reports. Supervise the RM&E Manager, Program Reporting.
  • Research and Evaluation: Coordinate data analysis and survey efforts, author findings reports, and disseminate results among internal team members. Supervise the Research and Evaluation Officer and the Qualitative Research Manager.
  • Mobile Health: Act as the technical Lead of LMH’s Mobile Health platform. Set the overall vision for developments, oversee asset inventory, design mobile-based tools, and supervise the RM&E Manager, Data Systems.
  • Ministry of Health – HMER: Provide government partners with technical assistance to plan, design, and inform deployment of robust systems needed for the monitoring and evaluation of Liberia’s national CHA program. Supervise the RM&E Manager, National Policy to lead M&E stakeholders in developing M&E work plans, strategy documents, and training modules and will ensure the national CHA program is integrated with or operates alongside existing health management and human resource management information systems.

Qualifications

  • Graduate degree in a relevant field, such as public health, required (Bachelor’s degree considered for outstanding candidates)
  • At least three years of professional experience in an M&E related field, with at least two years focused on conducting research and/or evaluation activities in a global health context
  • At least three years of professional experience managing individual staff or team
  • Experience with quantitative methods, including study design and programmatic evaluation, required
  • Significant experience with data analysis or working with statistical software required, with Stata preferred
  • Experience with the implementation and analysis of complex sample surveys, preferred.
  • Research experience, including writing high-quality research publications and disseminating results to various stakeholders, required
  • Experience leading and coordinating data analysis teams preferred, analytic thinking, qualitative methods, and the ability to make sense of large amounts of data
  • Familiarity with relational databases (e.g. MySQL, Access)
  • Strong skills in Microsoft Office suite, Trello, Gmail, Google Calendars, Google Drive preferred
  • Strong written and verbal communication abilities
  • Eagerness to learn new analytical techniques and work with complicated datasets produced within challenging, real-world conditions
  • Knowledge of a programming language preferred
  • Flexibility to travel locally and internationally as needed
  • Prior experience in a remote setting and willingness to travel to various program sites as needed. Motorbike driving experience preferred but not necessary
  • High level of initiative to innovate and lead in remote and resource-limited settings
  • Commitment to health and social justice, and to the mission of Last Mile Health
  • Generosity of spirit, sensitivity, and willingness to make sacrifices in service of the mission
  • Comfort working with a casual but high-performing team
