Job Summary

The Deputy Executive Director/ DED/ has a major role of implementing policy decisions of the Executive Director/ED/. He/she gives strategic directions to ensure prevalence of transparency and accountability throughout the Association’s operations as well as discharge all the duties and responsibilities vested upon him/ her by the Regulation of the Association and by the decisions made by Governing body. Principally He/she will also have a role of functionally supervise area managers and other project heads led by the ED. The DED   is delegated to act as the high-level authorities of the Association to lead programmatic, clinical services, project managers and M & E and knowledge management and learning team.

 

RESPONSIBILITIES & TASKS:

I.            Association Governance:

  1. Work with the ED to ensure the progress of the Association’s work is appropriately presented and reported to the governing body.
  2. Work with the ED to develop policy proposal for governing body discussion and decision.
  3. Support the ED in ensuring that all members of the governing body continue to be engaged and involved in the governing body’s work.
  4. Ensue and prepares consolidated periodic report on work plan implementation, budget utilization, and performance management and regularly submits to the Executive Director.
  5. Work with ED to create and maintain a two-way communication system between FGAE volunteers and staff to sustain the existing good working relations to the expected level.

 II.            Leadership and Management

  1. Accountable to Lead in the implementation of the FGAE SP in line with National Goals, plans and strategies as well as global and regional commitments.
  2. Provide innovative strategic leadership and be responsible for coordinating the planning, formulation implementation and evaluation of all programmatic activities of the Association.
  3.  Work with the ED to ensure that the Long-term strategy is translated into practical and achievable Annual Program Budgets (APB) and ensures the timely preparation of Annual Program and Budget (APB) and implementation plans in line with the Strategic Plan (SP).
  4. Ensure successful and timely delivery of all plans, budgets and reports to Government, IPPF and Donors in line with strengthening of ME& and performance tracking dashboard implementation
  5. Work with the ED and SMT to enable the Association to articulate its mission, corporate policies and values and operational philosophy, and ensure that these are applied consistently across the Association.
  6. Ensure that FGAE’s policies are adhered to, and expenditures are controlled in line with the work programme and budget approved by the governing body and in line with the association accounting principles and the Association’s policy manuals and national applicable laws.
  7. Establishes organization objectives, initiates policies and programs and sets methods and structures by which programs should be carried out and implements same when endorsed by governing body.
  8. Ensure that the employees under his/her supervision are effective in promoting effective internal collaboration and joined-up working; plan, organizes and directs quality management practices and provide leadership.
  9. Ensure the association has resources (human, material and financial) and operates as effectively and efficiently as possible. By recruiting competent employees and ensuring the subsequent development and retention mechanism in a team of maximizing their performances through creating enabling environment as well as putting appropriate HR management system in place.
  10. Take a leading role in coordinating resource mobilization activity through exploring internal and local resources revelling to national and international funding calls by donors and other agencies as well as engaging in other business initiatives.
  11. Ensure and institutionalize the strategic management approach among Departments, divisions, Units and Area Offices through the performance management system based on planning to performance appraisal
  12. Facilitate and mediate the maintenance of effective relations with government, NGOs and international agencies through proper harmonization of policies and programs.
  13. Prepares and submits the associations work plan, consolidated budgetary and program reports to the ED.
  14. Supporting timely submission of the association consolidated work plan  implementation, budget utilization, and performance management of the Association
  15. Support and facilitating in development of risk mitigation strategies to ensure sustainability of the association’s businesses by scanning the internal and external environments.
  16. He or She is accountable to adherence and implementation of FGAE Safeguarding policies.

III.            Promoting the Association

  1.   Devise innovative ideas to ensure and maintain effective networks, facilitate the building of relationships with all staff, principal partners, supporters and stakeholders.
  2. Work with and support the ED in ensuring and prompting the Association as a Leading SRHR Organization and advocates for adoption of a policy by government on SRH & Rights especially for the women and youth by initiating and advocating for policy changes on SRH& Rights.
  3. Ensure an advocacy strategy in place and conduct advocacy work among parliamentarians, community leaders and media practitioners through workshops and other forms.
  4. Take a leading role for the sustainability of program through soliciting long term funding from    government and/or international agencies, put in place resource mobilization strategies and    managing large budgets with diverse international and local donor base.
  5. Contribute to Global and Regional leadership teams of IPPF to support organizational effectiveness and development; work closely & collaborate with colleagues in IPPF-ARO to enhance smooth organizational working relationships while ensuring that IPPF is well represented in the country.
  6. Ensure the Association is presented in appropriate and professional manner to its stakeholders and meet all demands for data and information, reporting requirements through standardized MIS system in place, in a timely and transparent manner.
  7. Up on delegation, represent FGAE externally, at National and Regional conferences, seminars, consortium meetings and National Technical Working Group (TWGS)/committees on SRH and related matters keeping in mind that FGAE’s Vision, Missions and Values are communicated in an appropriate and compelling way.
  8. Performs similar activities as desired by the Executive Director.

Job Requirements

Educational Back ground : PHD in Public Health, MD+MPH or MPH/MSC in health, demography /+MBA in health administrationHealth Service Management and Reproductive Health.

 Work Experience:  10yrs/12yrs experience out of which 7 for PHD/9 years for Masters shall hold position in Senior Managerial /Management position in NGO and or public health sector (agencies implementing donor funded Programs/projects).

The Family Guidance Association of Ethiopia (FGAE), a volunteer-based Association established in 1966, has been working with solid commitment to contribute to the national effort to fulfill these entitlements. Indeed, FGAE pioneered Family Planning (FP) services and tested different innovative approaches (including youth-friendly, community and workplace-based) to meet the growing demand for modern FP and other SRH services targeting under-served and marginalized segments of the population. FGAE, now registered as an Ethiopian Residents Charity Organization (under certificate number 0475), is also an accredited member of the International Planned Parenthood Federation (IPPF). Furthermore, FGAE is locally a member of the Consortium of Christian Relief and Development Associations (CCRDA); Consortium of Reproductive Health Associations (CORHA) and the Consortium of Population, Health and Environment (COPHE).

Over the last five decades, FGAE's services have expanded from a single-room clinic run by one nurse to a network of 55 integrated SRH service delivery facilities including one GynObs Specialty Clinic, eight higher, 13 Medium and eight Confidential (Sex-workers Friendly) SRH Clinics; 25 youth centers, more than 200 outreach sites and 186 franchised clinics operating in almost all regions of the country coordinated and managed by eight Area Offices throughout the country. The Association has 648 employees and more than 8,000 program and policy volunteers. The SRH context is fast changing amidst the volatile socio-economic dynamics in the world today. Key issues include access to services, gender inequality and service quality, among others.  As the current Strategic Plan of the Association is coming to an end in December 2015, FGAE engaged a consultancy firm to facilitate the development of its seventh Strategic Plan for the period 2016-2020 through a fully participatory process.  The initiation of the new SP was informed by the findings from the mid-term review (MTR) of the 2013-2015 SP; existing and unfolding global and in-country developments in Sexual and Reproductive Health and rights.
