Job Description

Reporting to the Finance Director, this post holder is a strategic leader responsible for financial management and leadership for all MSIE financials, ensuring that appropriate systems, procedures and controls are operational and enforced. S/he ensures that compliance with these systems is included in all staff responsibilities to support the continued growth and sustainability of the country programme.

  1. DUTIES/TASKS

Devise accurate realistic and inclusive country programme budgets.

  • Support the FD in the timely preparation of annual operational and capital budgets, performing revisions where appropriate: Solid budgets prepared with budget holders as the basic guiding tool for the optimal use of financial resources.
  • Monitor programme support costs and ensure they reflect agreed plans, and MSI policies
  • Monitor and advice the FD on the use of financial resources to ensure that optimal value for money is attained for the organisation: Clearly applying defined income/cost ratio, ensuring budget holders have appropriate finance skills and provide training as required

 Oversee and ensure financial systems and procedures that enable efficient and appropriate use of financial resources

  • Ensure organisational internal controls and systems are maintained and adhered to and address identified risks
  • Ensure any changes in legislation or organisational structure are reflected without delays in internal controls and systems
  • Oversee the use of the financial software package (SUN6)
  • Provide technical financial staff training to ensure understanding and compliance with financial policies
  • Validation of the monthly payroll prior to approval and payment in collaboration with the Grants and HR teams.

Effective management and oversight of working capital including fixed assets, stock, debtors and cash

  • Coordinate and maintain a cash flow management and forecasting system ensuring adequate funds are available for programme needs: following up and ascertaining donor cash inflows, strict expenditure control and a strong understanding of programme requirements
  • Manage investments, debtors, staff advances, creditors and advances from donors and their accurate recording and reconciliation on the Balance Sheet
  • Ensure that all statutory requirements are met on time (PAYE, VAT, Income Tax, NSSF, Withholding tax, LST)
  • Monitor fluctuations in foreign exchange to minimise exposure to adverse movements
  • Collaborate with the operations team in overseeing the verification of country program stock.
  • Collaborate with the operations team in overseeing the accurate recording and reconciliation of MSIE assets. Ensure compliance with MSIE’s asset policy and record reconciliation between SUN and Peachtree.
  • Ensure data triangulation of service numbers, stock movement, service income and resulting CYPs monthly

Financial Reporting, and Audit

  • Prepare and submit accurate monthly, quarterly and annual programme financial and related reports according to agreed timelines and requirements of MSI.
  • Oversee the inter-company reconciliations.
  • Coordinate the financial audit, liaison with external auditors, and overseeing the audit process to ensure delivery per MSI timelines.
  • Ensure contractual obligations are financially sound and appropriate for the organisation

Financial records management

  • Manage the development of a proper filing system for all financial transactions allocable to MSIE
  • Ensure files are appropriately stored and compliant with donor financial regulations to facilitate the audit process.

Leading a continuously developing and improving team

  • Lead and manage members of the ETA finance team to build their capacity and strengthen competency and professional development
  • Promote One MSI, encouraging cooperation and supporting learning across the two business units and with all departments
  • Conduct regular staff performance appraisals, monitoring progress and setting objectives

Skill

  • Significant senior management experience at a similar level (donor funded, and private sector preferred)
  • Excellent knowledge of financial management systems and reporting
  • Knowledge of donor contract requirements for budgeting and reporting
  • Ability to perform under pressure, handle heavy workloads, and meet stringent reporting deadlines
  • Clear ability to identify and set performance deliverables
