Health Systems Trust seeks to appoint a Deputy Monitoring and Evaluation Manager to be based in KZN.

The purpose of the position is to support eThekwini, uMgungundlovu, uThukela and Zululand health districts: KwaZulu-Natal. To implement the monitoring and evaluation system for the SA SURE PLUS Project with the aim to strengthen local capacity in the provision of sustainable HIV and TB related care and treatment in supported districts.

Remuneration: A salary package commensurate with experience and qualifications and in line with HST’s job grading system will be offered to the successful candidate.

Employment type: This is a fixed-term contract position, renewable based on funding and performance.

RESPONSIBILITIES:

  • To provide operational support to the SA SURE PLUS Project M&E team and ensure compliance with reporting requirements on the project.
  • To provide operational support to the supported districts’ Department of Health M&E teams and ensure compliance with reporting requirements as per provincial policies, guidelines and procedures.
  • Build and maintain partnerships with all stakeholders, including provincial and district Department of Health (DoH) staff, non-governmental organisations (NGOs), community bodies and civil society groups.
  • Support the development and implementation of project work-plans with measurable outputs to ensure timeous achievement of the project deliverables.
  • Ensure submission of good quality quantitative funder reports and contribute to narrative reports timeously.
  • Assist in the development and implementation of M&E guidelines, training curricula and training material, as well as SOPs.
  • Build the capacity of managers and technical and support staff within the government and NGO sector through mentoring and technical assistance to ensure local ownership and sustainability of the project to its final stages.
  • Ensure the optimal use of all resources at all times.

REQUIREMENTS:

  • Qualifications
    • A university degree in a public health-related field is essential.
    • A Master’s degree in Public Health or related field will be an advantage.
    • Formal training in Monitoring and Evaluation is essential.
    • Formal training in Project Management will be an advantage
    • Trained on TIER.Net software and/or previous experience with TIER.Net data-capturing and reporting.
  • Experience and competencies
    • At least five years’ experience in managing health-related data is essential, including data verification and quality assurance; (a background in HIV and AIDS programme data will be an advantage).
    • Background in research and/or an information management field.
    • Experience in compiling donor reports.
    • Experience in developing training manuals and facilitating learning-orientated M&E training.
    • Experience in the application of MERL approaches (including quantitative, qualitative and participatory).
    • Experience in developing knowledge management systems will be desirable.
    • Management experience will be desirable.
    • Extensive knowledge of HIV prevention, treatment, care and support programmes.
    • Time-consciousness, self-motivation and a results-driven approach are essential.
    • Ability to work as part of a team and independently.
    • Ability to use personal initiative towards achieving the programme goals.
    • Excellent administrative and organisational skills.
    • Ability to work under pressure and meet deadlines; good time-management skills.
    • Good facilitation and communication skills.
    • Sensitivity to cultural differences as well as political, confidential and ethical issues pertaining to patient information.
    • A valid driver’s licence and willingness to travel extensively is essential.
