We are looking for a highly qualified Deputy Program Manager to join our DRC office.

Who are we?

DRC has been operating in Libya since 2011 to provide humanitarian assistance to vulnerable people in a situation of forced displacement or mobility, including both Libyans and foreign nationals. The Migration/Protection program specifically addresses the needs of migrants, asylum seekers and refugees who are present in Libya either as a country of destination or transit, as part of complex migratory movements. The program aims to provide protection and to meet the basic needs of migrants and refugees in Tripoli, both in the context of detention centers and urban settings. DRC’s current programmatic response includes protection monitoring, cash assistance, NFIs, information dissemination, services referrals, phone calls for family linkages, advocacy for alternatives to detention etc.

Most of the program is implemented DRC staff in Tripoli and through local partners in some hard-to-reach surrounding areas. The program is largely managed remotely from Tunis, although frequent visits to Tripoli are expected from the management in order to provide technical guidance and strategic oversight. Since 2017, DRC leads a consortium of INGOs composed of IMC, Save the Children and Cesvi, and whose aim is to enhance programmatic synergies and territorial complementary between the different organizations.

About the job

The Deputy Program Manager contributes to the overall management of DRC’s program of humanitarian protection and assistance to vulnerable migrants and refugees in Libya. The Deputy Program Manager provides strategic, technical and operational support to the Program Manager in all aspects of the management of the program, including projects implementation, monitoring and reporting, financial management, logistics as well as human resources and administration.

Duties and Responsibilities

  • Program
  • Contribute to the the strategic, technical and operational management of the project so as to ensure consistency and quality in program implementation. To this end, contribute to the development of tools and resources for the effective management of the projects, including project workplans, tasks management matrix, montly workplans, etc. Contribute to the overal planning and supervision of all project activities by program staff so as to ensure the effective and timely implementation of the different projects.
  • Contribute to the development of program resources such as forms, tools and SOPs related to protection and direct assistance activites, so as to ensure quality and impact. To this end, ensure compliance with global protection standards and guidelines, promote and document internal learning and draw from exchanges and best-practices with other DRC countries or regional entities. Under the supervision of the Program Manager, coordinate with consortium partners as relevant in order to harmonize programatic resources and coordinate activities so as to ensure efficiency, complementarity and quality in all aspects of projects implementation.
  • Support and oversee the development and the management of projects with local partners and CSOs by the Partnership Officer, including in terms of organizational assessment, capacity-building, project design and supervision, monitoring and evaluation, contractual agremeents, financial management etc.
  • Support and oversee the implementation of the capacity-building activities for government officials involved in migration management by the Partnership Officer. To this end, provide technical guidance on the development of training materials and methology related to the rights and protection of migrants and refugees, with the view of increasing knowledge and promoting behavioral change.
  • Monitoring and Reporting
  • Contribute to the production of quality and timely reports to donors, humanitarian partners and authorities on program activities as well as identified protection trends and humanitarian needs. To this end, in coordination with the Program Manager and the MEAL specialist, contribute to the development of information management systems and tools related to monitoring, reporting, evaluatio nand internal learning.
  • Support and oversee the collection, verification and aggregation of program-related data and documentation bvy the Reporting Officer. To this end, provide technical guidance on the entry, management and compilation of data as per reporting requirement and timelines. Ensure that all program-relatd data is supported by the required evidence and documentation.
  • Manage the program’s archives by systematically saving and backing-up all documents realted to all aspect of the projects, including grants management, finances, program, logistics, human resources etc.
  • Representation and coordination
  • Assist in representing DRC’s Migration/Protection program towards external stakeholders, including humanitarian partners among the Mixed Migration Working Group as well as the Consortium Management Unit and Consortium partners as relevant.
  • Finances
  • Support the effective financial management of the differents projects and grants. To this end, contribute to the planning and authorization of expenditures as per existing budgets, to the review of cash books and BFUs, to the production of budget forecasts and budget revisions, etc.
  • Human Resources
  • Support the effective managment of the project’s human resources by assisting in drafting/reviewing ToRs, coordinating staffing plan as well as administrative processes related to leave and recruitement.
  • Promote a professional environment conducive to collobration, team work and professional development. Uphold compliance of program staff with the applicable standards related to protection programming as well as internal DRC procedures and guidelines related to human resources.
  • Operations
  • Contribute to the procurement and management of all goods and services required for the effective implementation of the different projects, including items for program activities as well as operational support. To this end, prepare procurement plan and manage procurement requests and services contracts, monitor the management of stock etc.

About you

To be successful in this role you must have:

  • 3-4 years’ experience in the fields of protection and mixed migration working for international humanitarian organizations, including 1-2 years’ experience in a managerial capacity
  • Excellent knowledge of the project management cycle and experience managing large humanitarian projects in complex environments, including planning and delivery, internal and external coordination, monitoring and reporting
  • Strong analytical and conceptual skills. Proven capacity to develop program strategies, project proposals and programmatic resources
  • Experience in managing large teams and working with local partners

Moreover, we also expect the following:

Required qualifications

  • Advanced university degree in a relevant subject, such as human rights law, humanitarian affairs, migration, international relations and/or international development
  • Fluency in written and spoken English
  • Knowledge of Arabic an asset
