Base: Bangui, regular travel to field locations for all the 3 bases in the Northwest of the country (Paoua, Bocaranga and Bossangoa)

Reporting to: MENTOR Programme Coordinator (PC)

Duration: 12 months

Fee: 3,300 USD – 3,600 USD / month

Background

The Deputy Programme Coordinator is a member of the Country Management Team (CMT) and participates in the development of the mission’s programme strategies and the quality of the programmes throughout the project cycle, from conception, to implementation and assessment, with an emphasis on monitoring and evaluation and accountability. S/he works under the direct management of the Programme Coordinator (PC) and collaborates closely with the field programme coordination team and base coordinators to assess, implement and follow-up on all health aspects of the programmes as per logical frameworks and/or in accordance with the programme grant/award specifications.

Job Context:

Since 2008, the MENTOR Initiative has been setting up networks of community health workers (CHWs) in the sub-prefectures of Paoua, Bocaranga, Koui and Ngaoundaye (Ouham Pendé prefecture) as well as in Markounda, Batangafo, Nangha Boguila and Nana Bakassa (Ouham Prefecture). Additionally, primary health structures are supported by MENTOR in all these sub-prefectures. More than 190,000 children were treated in 2018 by MENTOR teams through the provision of basic healthcare for malaria and other common diseases at community level. MENTOR’s community healthcare approach has identified several major challenges that need to be addressed, including the continued improvement of the quality of services, innovation in supervision, secondary curative care and training, all to be improved in line with new and innovative indicators.

The current programme is supported by a host of donors, including: DFID, OFDA, UNICEF, the Swiss Cooperation, WHO and the Humanitarian Fund for the Central African Republic.

Main responsibilities:

Monitoring, evaluation accountability and Learning (60%)

§ With the support of the PC, oversee the analysis and presentation of programme findings for grants, internal monthly reports and donor progress reports. This includes assisting the PC to ensure that programme progress is effectively monitored through regular data collection and analysis of key indicators, with appropriate documentation of processes and results.

§ Assist the PC and the Country Director in monitoring a mechanism of accountability for both beneficiaries and staff. This includes a complaint mechanism and the feedback management process.

§ Assist the PC in all M&E aspects of the programme as per need and competence, but ad minimum:

· Ensure that data collection formats and databases are up to date with donor proposal requirements and adapted to the level of the health actors (CHWs and health facility staff)

· Support the Base / Field Programme coordinators with timely collection and analysis of all programme statistics. This includes effective monitoring and analysis of health facilities and CHW-data to identify areas in need of targeted training and supply activities.

· Assist the CD/PC with designing and implementing Baseline and continued data collection surveys

Proposal writing / Reporting (25%)

§ With support from the CD/PC, responsible for timely monthly medical reports on progress, challenges and epidemiological data.

§ Advise and assist the CD/PC in the design of viable new proposals and budgets

§ Assist with the writing of donor reports and donor proposals

§ Participate in the elaboration of regular internal situation reports (‘sitreps’) for subjects directly related to the responsibilities of the dPC.

§ In liaison with the PC, ensure a transparent and efficient exchange of data, context reports etc. with relevant stakeholders.

Human resources and Training (5%)

§ Alongside the PC, manage the Data Manager to ensure a thorough understanding of the MENTOR database and analytical software.

§ Support and assist the Field Programme Coordinators / training referents with the preparation and/or update of training modules for MENTOR medical supervisors, CHWs, health facility staff and team members from partner agencies as required. Participates in the trainings as required to ensure adequate quality and efficiency.

Representation (5%)

§ Represent The MENTOR Initiative at national / district / regional level medical and/or technical meetings with the government, NGO partners and donors when required and/or during absence of the PC.

§ Stimulate positive interaction and keep good relations with all partners.

§ Assist the CD/PC with MENTOR participation in all appropriate external meetings; participate in technical meetings with health stakeholders as well as in meetings with DFID Consortium partners.

§ Provide support during agreed media related field visits.

Programme strategy and coordination (5%):

§ S/he contributes to the development of the mission’s operational medical strategy in line with MENTOR’s mission statement and the national health policy in CAR.

§ Under the direction of the CD/PC, s/he carries out regular field missions to directly support programme implementation or to act as Interim Field Medical Coordinator or Base Coordinator as needed. S/he is expected to spend between 20% and 30% of his/her time in the field.

§ Ensure that MENTOR’s programme in CAR complies with the agreed logical frameworks and grant contract obligations by delivering medical technical advice and supporting activities to achieve the programme objectives.

§ Assist the MENTOR Field Medical Coordinators with direct management of the MENTOR-employed medical supervisors and, indirectly, of the CHWs.

§ Support the field medical team. This include health centre support, referral supervision and data management & analysis.

§ As requested, participates in the implementation of potential future expansion of the CHW programme into other regions.

§ In collaboration with the Health Program Coordinator, identifies the critical needs and possible partner support needed on the field, and facilitates visits from partner reinforcement team.

Job Requirements:

  • Relevant experience in programme cycle management
  • 2 years’ experience with a humanitarian organisation
  • Highly knowledgeable of logical frameworks, proposal development and the MEAL
  • Advanced skills in Excel
  • Experience in community-level Healthcare programmes is an asset
  • Solid experience with operations in insecure and volatile environments
  • Organised, self-starter, able to build and maintain partnerships
  • Flexible and willing to learn
  • Excellent team worker and communications skills
  • Practical, hands on approach
  • Bilingual in French and in English (written and oral)
  • Familiarity with NGO working environments and standard procedures.
  • Familiarity with OFDA, DFID, the Swiss Cooperation, and UNICEF is an asset
