Job Description – Deputy Team Leader (SAFE)

Through jointly funded programme `Stopping Abuse and Female Exploitation (SAFE)` DFID and SIDA intend to make a major investment towards reducing violence against woman and girls in Zimbabwe by empowering communities to protect the safety, rights and choices of women and girls. The programme will deliver community-level projects to prevent violence by changing harmful attitudes and behaviours towards women and girls. It will also respond to gender-based violence by increasing access to services for survivors.

The Deputy Team Leader will be responsible for overall fund management. This position is contingent upon award.

Key Responsibilities:

  • Responsible for overseeing fund management/ overall programme management (process and systems) and reporting
  • Coordinate consortium partners to ensure project activities are being delivered against the project workplan and donor agreed milestones (i.e. payment by results)
  • Responsible for overseeing/ line managing programme delivery team
  • Co-ordinate and liaise with other key regional and national stakeholders, consortiums, and other relevant donor-funded projects
  • Support technical team to ensure there is a robust effective M&E and Learning process in place and that there is an effective coordination with a separate Evaluation & Data Component of the SAFE Programme
  • Responsible for overseeing programme related procurement procedures are adhered and ensuring that DFID’s Value for Money (VfM) approach is applied across all aspects of the project
  • Provide support in the management of sub-grante

General requirements

  • At least 8 years of experience in managing large, complex, donor-funded programmes in challenging environments, ideally in Zimbabwe, that have included either VAWG, Gender, or Justice programming
  • At least 5 years applied technical knowledge in thematic area of Gender Based Violence (GBV) and/ or gender quality
  • Strong relationships with sector specialists and relevant government offices in Zimbabwe
  • Confirmed experience in fund management and reporting for large complex consortium led projects (2 million USD and more)
  • Experience in managing DFID contracts or other key donor contracts (USAID, EC, other) with preferably a demonstrated applied knowledge of DFID procedures and Payment by Results Programming
  • Experience in capacity building of CSOs partnering in large development projects
  • Confirmed experience in implementing robust M&E and Learning frameworks in large complex projects
  • Demonstrable understanding of the concept and strong track record in delivering Value for Money (VfM)
  • Strong financial management and reporting experience
  • Clearly demonstrated public speaking skills with the proven ability to represent the programme to a variety of audience, ranging from civil society, government dignitaries, donor, and community representatives
  • Advanced report writing skills

Desirable

  • Zimbabwean national with the ability to articulate and demonstrate a strong understanding of VAWG/ gender programming and operational contextual challenges faced by communities in Zimbabwe OR external candidate with really strong understanding of Zimbabwe and solid experience of working in the country.
  • Experience in implementing behavioural change programming models
  • Knowledge of local languages would be an advantage

Diploma and languages

  • Advanced degree in a relevant field, such as Gender Studies, or another relevant field
  • Fluent in English
