As a registered charity, founded in 1979, Action Against Hunger operates in 45+ countries. The international network of Action Against Hunger is represented in France, United Kingdom, Spain, Canada, USA and India. Teams in the field combat hunger on 4 fronts: Nutrition and Health, Food Security and Livelihoods (FSL), Water, Sanitation and hygiene (WASH), and Mental Health and Care Practices (MHCP).

For our WASH department in Wollega, we are currently looking for the following professional:

Deputy WASH Program Manager

 

Work Base: Wolega-Gimbi

Availability: As Soon As Possible

Project Duration:  Contract Based

General Assignment: Support the WASH PM in managing overall WASH program activities, staffs, and budget and coordinate with government line bureaus and humanitarian actors in the target area.

Objective 1 : Support projects’ implementation and monitoring and

Activities:

– Conduct assessments and re-assessments (if needed) for intervention sites identified and conduct feasibility study for all selected sites, in collaboration with the local relevant Government offices.

– Develop plan of action and have them validated by PM.

– Monitor activities (e.g. staff, quality of work, progress).

– Provide technical advice, manage and mentor the WASH team.

– Ensure the harmonization, and follow up of the databases, data analysis as well as activity indicators

– Follow up and management of the budget and supplies for the programs

– Ensure the validation, compilation and documentation of all essential documents and data related to each activity

– Define most suitable implementation strategy that takes into account social context of the area in order to avoid future indirect problems and ensure “do no harm” from the interventions

– Design and adapt hygiene promotion activities to the local context

– Well under stand the local context and develop sanitation and hygiene related promotions and activities in the area.

– Implement relevant project surveys and assessments including the analysis and reporting.

– Capitalization of the ACTION AGAINST HUNGER presence and WASH situation in the target area

– Mapping of the water points(including Mwater mapping) implemented by ACTION AGAINST HUNGER in the target area for better planning

– Implements donor and AAH visibility on the working sites of his projects

– Accomplish any other tasks requested by the WASH PM and WASH TAs.

Objective 2 : Management and capacity building of  WASH team:

Activities:

– Support in recruitment of team members (in collaboration with WASH PM and HR)

– Follow up staff attendance (Per Diem, days off, annual leaves – in collaboration with HR)

– Regularly follow up staff performance (in collaboration with HR)

– Conduct evaluations and yearly appraisal. (in collaboration with HR)

– Conduct internal training if and when needed (in collaboration with HR)

Objective 3: General situation analysis:

Activities:

– Contribute to follow up the general humanitarian situations (AWD, Outbreaks, conflicts, displacements, ,…) of intervention areas and immediately forward feedback

– Contribute to needs assessments and related reports.

– Contribute to regular reporting on situation analysis.

Objective 4: Coordination & representation:

Activities:

– Regularly report to coordination team on project performance.

– Complete necessary reports.

– Represent ACTION AGAINST HUNGER when needed

– Contribute to participatory monitoring and evaluation of projects and update the result attending WASH taskforce meeting and forward feedbacks on time to line managers

– Actively contribute to the coordination AAH’s action with other stakeholders working in the intervention area

Objective 5: Reporting:

Activities:

– Contribute in compiling and preparing reports (donor report, government quarter report, monthly AAH report, APR, contextual assessment report, KAP analysis report, terminal report,) and share to line manager

– Draft donor concept paper and proposal when required

– Do weekly and monthly report to WASH PM

– Report of any change in the context and to reorient the Strategy accordingly

– Draft assessment reports prior to programme implementation

– Capitalize the WASH information and contribute to the setup of AAH WASH database in the base.

Job Requirements

Educational / Professional Background : BSc in Water Engineering and Sanitation or equivalent / Water Engineer. Essential to have engineering background.

Required Competence & Skills : At least 3 years of related experience in WASH in humanitarian context, Familiar with  construction techniques, Familiar with hygiene promotion tools (PHAST, CHAST, CLTSH…), , Good analytical and initiative skills, in proposing strategy and project orientations, Good management and institutional skills,

Computer knowledge (Excel and Word), Excellent speaking, writing and reading in English is compulsory

Language:– Fluency in Oromiffa is a plus.
