  1. INTRODUCTION

This programme aims at building resilience through skills training offered to youth from vulnerable families and provide targeted assistance to their families who are facing hunger with an aim to assist them move from crisis to sustainable development. Leveraging the impact of HE II, the proposed programme will work to contribute towards SC’s country strategic plan to ensure that a) Both female and male care-givers have sufficient income at all times to meet the essential needs of their children for survival, learning and protection; b) families who are poor are resilient against disasters and shocks and continue to invest in their children’s survival, learning and protection; and c) adolescent girls and boys who are deprived, have the opportunity to build the skills, networks and self-esteem they need to make the transition to safe and decent livelihoods. In addition, this project will cover gaps youth skills development and empowerment noted in HE II including holding national symposiums focusing on youth thematic issues,; Support the first ever M4P market systems development study whose output will be building SCI staff capacity and comprehensive market systems development assessment to input a potential pilot; Training of Career Counsellors to provide on the job readiness courses for targeted Youth; and and linkages with Microfinance by the private sector. Combining these strategic elements, the objective of this programme will be *to ensure that increased household income through improved livelihoods for youth is invested in children’s wellbeing*.

The aforementioned objective recognizes the centrality of both economic (livelihood) and social drivers in effectively combatting child hunger. The programme is therefore comprised of two interlocking outputs: 1) Improved knowledge and attitudes of caregivers in vulnerable households on importance of investment in children’s nutrition and wellbeing; and 2) Increased access to meaningful and sustainable livelihoods for youth. Combined, livelihood and child sensitive behavior change projects[1] will support malnourished IDP children and their families to ensure that increased household income achieved through improved livelihoods for youth is invested in children’s wellbeing in a manner that reduces child hunger whilst simultaneously enhancing households’ ability to cope with risks and shocks such as drought.

  1. OBJECTIVES

The objective of this consultancy is to develop a job readiness manual which support the youth in preparing well before landing on job sites. In doing so, the manual will facilitates guiding of unemployed youth graduates in developing and improving personal skills required by employers

Specifically, the consultancy aims at:

  1. To develop comprehensive and contextualized job readiness guidelines and toolkits for guiding the unemployed TVET graduates.
  2. Improved the capacity of career counsellors in detailing the skills required by employers and enables them to prepare youth in line with job requirements
  3. METHODOLOGIES
  1. Develop action plan for the consultancy and share with SCI for approval.
  2. Conduct desk review on essentials on job readiness skills for youth in neighboring countries and skills necessary for good performance at work place.
  3. Undertake extensive youth employment situational assessment in Somaliland. Particularly, focus on key soft skills that can help the youth land on job sites and act professionally.
  4. Conduct consultative meetings in close collaboration with Ministry of labor and social affairs and other youth employment stakeholders.
  5. Consult with the youth for designing the job readiness guideline in line with the Somaliland context.
  6. Use simple, understandable and formal English language.
  7. Provide timely, accurate and well-written draft version of the Job Readiness Skills Guide and share to SCI for approval and inputs.
  8. Share content of the guideline to Save the Children for approval and the commence development of the guideline.
  9. Prepare a comprehensive Guide detailing key job hunting skills and their practicalities including how best these skills can be acquired by the youth. A draft report of the Guideline within eight (8) days of completing the field data collection after the end of the assignment.
  10. Facilitate a validation workshop with Save the Children staff, MEAL, and management representatives from MOLSA, MoE, TVET Centers, IBTVET center managers and other key stakeholders to validate the first draft.
  11. Incorporate comments from SCI and other stakeholders and revert back the final version within 5 (five) working days for approval.
  12. Share a comprehensive consultancy report indicating the process, challenges and recommendations for future planning and implementation of the manual.

Improved job readiness skills of youth that leads them in landing job sites.

A final copy of the Job Readiness Skills Guide. A comprehensive Consultancy Report.

  1. Duration of the assignment

Duration of the assignment shall be 20 days excluding the travel days.
