Consultant for development and implementation of training modules on labor migration governance.

The GIZ-AU requires expert services to support GIZ and AUC in developing training modules for labour administrators from AU Member States in the field of labour migration governance to strength the capacities of labour administrators. The global objective of this initiative is to provide updated long-term and short-term training and capacity building support to labour administrators in the framework of labour migration governance, through reinforcing the capacities of National Schools of Administration (NSAs) and African Regional Labour Administration Centers (ARLACs).

BACKGROUND

The Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP) is a long-term joint undertaking between the AU, ILO, IOM, UNECA, and UNDP. It is the instrument dedicated to the implementation of the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development. The overall goal of JLMP is to “’Strengthen effective governance and regulation of labour migration and mobility in Africa, in accordance with the law and with the participation of key actors in government, parliaments, social partners and migrants, international organizations, NGOs and organizations of civil society”. This goal will be achieved through two specific objectives: (1) Strengthen the effective governance and regulation of labour migration and mobility in Africa, and (2) Support the implementation of labour migration standards and policies.

One of the essential strategies of JLMP to achieve this objective focuses on “’Upgrading labour institutions and social partners to enable them to manage the governance, policies and administration of labour migration.’ It is in this context that the capacity building strategy on labour migration governance was developed with the main objective to strengthen the capacities of migration authorities, labour market institutions in MSs and RECs including social partners, and parliaments. The JLMP Capacity Building (CB) Strategy has identified key measures for labour administrators and labour attaches, with the specific objective to “Enhance Member States’ capacity to design and coordinate the implementation of labour migration policies”. Part of these measures include: the review of curricula on initial training of labour administrators on labour migration and other migration-relevant topics, training of trainers from National Schools of Administration (NSAs) and Regional Labour Administration Centres (ARLACs), short-term or continuous trainings for labour administrators and labour attachés, exchange visits and training workshops for labour attachés. The CB strategy has also identified the key topics in relation with labour migration to be covered by the stated measures.

In order to implement these specific measures, the AUC is launching the process on strengthening the capacities of labour administrators on labour migration governance, with the support from GIZ.

The specific objectives are:

• To design modules and training/capacity building methodologies for the initial and continuous trainings of labour administrators,

• To build the capacities of the trainers from the NSAs and the ARLACs on labour migration governance,

• To conduct pilot training/capacity building activities for labour administrators/labour attachés,

• To provide final modules and training material on labour migration governance to be mainstreamed in the initial and continuous trainings of labour administrators.

It is expected that at the end of this process, modules on labour migration governance will be mainstreamed in the training offers of NSA and ARLACs, to ensure sustainability of the approach. The training material will also be made available in French and English to NSAs and ARLACs.

As the training curriculum has been developed with experts from NSAs of French Speaking AU Member States and CRADAT, GIZ is requesting consultancy services to support the AUC and GIZ in the implementation of this initiative.

SCOPE OF WORK

Expert services are required to support GIZ and the AUC in developing training modules for labour administrators from AU Member States in the field of labour migration governance. The training modules and tools will be developed in French, based on the JLMP Capacity Building Strategy, and the proposed curricula prepared in close cooperation with NSAs and ARLACs, and so that it can be replicated and implemented independently by these institutions in the future.

Further the expert services encompass the co-facilitation of a training of trainers’ session (ToT) with staff of NSAs and ARLACs (French-speaking), and the support to the implementation of pilot training sessions (French-speaking), after which the training modules are to be refined. Based on the lessons learnt from the ToT and pilot training workshops, the expert will finalize a manual for the training of trainers in the field of labour migration governance targeting labour administrators. Close cooperation with NSAs and ARLACs are part of the assignment.

REQUIRED QUALIFICATIONS

A. Minimum international work experience of 10 years with a focus on French Speaking African Member States of the AU.

B. Previous experience in developing and designing capacity building plans/programmes, training curricula and training tools,

C. Experience and capability in conducting and facilitating trainings and workshops

D. Previous experience in process facilitation involving MS officials

E. A good understanding of contemporary African politics, particularly regarding governance, migration and mobility

F. A good understanding of the training/capacity building architecture/systems of in Africa

G. Previous collaboration with training institutions/labour administrators in Africa, mainly on labour migration governance, would be a strong advantage

H. Perfect mastery and fluency in French and English is requiredI. Solid research, writing and analytical skills
J. Strong oral presentation skills
K. Experience in other similar assignments would be an added advantage.
L. Strong interpersonal and networking skills
M. Ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies);
