Position: Development Facilitator – Survive To Thrive (S2T) Project

Location: Luwingu District

Purpose of Position

To facilitate community engagement, community changes, build and maintain local partnerships, build community and partner organisation capacity, and strengthen community-led initiatives/innovations to improve and sustain well-being of children and families. To implement, monitor and report Survive To Thrive (S2T) interventions at district level for improved maternal, newborn, child health and nutrition standards.

Major Responsibilities

Program Development and Implementation

  • Work closely with the S2T Project Manager in the planning and implementation of maternal, newborn, child health and nutrition (MNCHN) program activities using recommended models, techniques, standards and tools to achieve output targets within scope, time, and budget
  • Guide development of project annual operational plans, training and procurement plans of S2T project.
  • Take led in providing technical assistance and supervision to community development workers and volunteers in executing of S2T activities for improved integrated implementation for depth, impact and scale
  • Communicate World Vision’s identity, mission, vision, values, policies and our approaches to facilitate development processes and to realize well-being of the children in the communities.
  • Assist in ensuring proper management of financial resources and assets in line with WV policies and donor requirements. This will be measured through clean internal audit outcomes
  • Ensure community volunteers are trained in the necessarily project models (ICCM, PD Hearth &ttC) to ensure targeted community health needs are met.
  • Support the Project Manager in Preparing/Adapting and disseminating relevant health educational material, teaching aids and clinic reference materials for the delivery of high impact interventions in MNCH&N through CBVs
  • Raise awareness and facilitate critical analysis of community MNCHN issues and opportunities for improved implementation.
  • Foster strong two-way referral linkages between health facilities and communities.

Local Partnering and Networking

  • Effectively network with local government structure and any other agencies undertaking activities in the target community and ensure that such activities are well integrated with World Vision and community activities to promote sustainability and ownership of interventions in planning and implementation.
  • Represent WVZL in various key meetings at district level & Health Facilities including Technical Working Group (TWG) for alignment of national and local priorities.
  • Facilitate and support local level technical program related advocacy in MNCH for better service provision/delivery.

Capacity Building

  • Facilitate building capacity of health facility staff and community health based volunteers (CHBVs) in MNCHN for effective roll out and activity implementation.
  • Facilitate trainings in MNCHN for community partners and other relevant stakeholders to ensure its activities are effectively implemented.
  • Promote and support DHO’s and health facilities to establish and strengthen neighborhood health committees (NHCs) to ensure the community has strengthened health systems

Programme Effectiveness and Quality Assurance

  • In collaboration with Design, Monitoring and Evaluation (DME) specialists, build capacity for health facility staff and CHBVs in S2T data collection, interpretation and utilization
  • Facilitate joint technical monitoring and reporting of the project for effective implementation and quality control in MNCHN.
  • Review data submitted by Community Development Workers to improve the quality of technical reports submitted to WVZ and donors.
  • Write and timely submit monthly, quarterly and annual reports and document lessons learned and best practices for improved technical program decision making in MNCHN.
  • Participate in the review of Survive To Thrive interventions for MNCHN improved quality of programming.
  • Work with Design, Monitoring and Evaluation to input data databases and develop information management systems.
  • Participate in documenting and sharing Survive To Thrive programme lessons and promising practices with partners and stakeholders.
  • Ensure that the project is implemented according to grants guidelines.
  • Write debrief papers to inform programming.

Other duties

  • Perform other duties as designated by the Project Manager or his/her delegate.
  • Show spiritual maturity, integrity and energetic personal sense calling, through attendance of daily devotions and other spiritual nurture programmes.

Qualifications/Education/Knowledge/Technical Skills and Experience

  • Minimum of a Diploma in Food Nutrition, Midwifery, Nursing and Clinical Medicine or Public Health is required.
  • Minimum 2 years’ of relevant experience in successful implementation of household and community- level child health and nutrition sector programs.

Knowledge/Competencies/Technical skills:

  • Demonstrated ability to work within a multi-faceted health development program in collaboration with provincial and district MOH personnel as well as other key partners.
  • A demonstrated track record in providing mentorship and supervision to strengthen healthcare services; training and use of quality improvement approaches.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Proven capacity to plan, analyze and ensure routine monitoring of work plans.
  • Strong change management, results-oriented and decision-making skills.
  • Experience in Program Management in a complex, international organization preferably NGO context.
  • Knowledge and understanding of World Vision operations would be an added advantage.
  • Experience in project design, implementation, monitoring and report writing essential.
  • Must have excellent project management, community engagement, mobilisation, and facilitating as well as donor engagement skills.
  • Communications, interpersonal, analytical, conflict management, negotiation, and networking skills are highly desired.
  • Ability to work in a cross-cultural environment, and must be a mature Christian.
  • Computer literate in Word, Excel, PowerPoint.
  • Capacity to function well in a team and contribute effectively to team efforts.

  • Ability to demonstrate community development skills
  • Must be a committed Christian and inspire other, able to stand above denominational diversities and participate/lead in daily devotions and weekly Chapel services.
  • Must be able to ride a motorbike with a valid motorbike riders’ license.
  • Able to work with minimum supervision

Working Environment / Conditions:

  • Work environment: Office-based 20% : field 80%
  • Travel: international as required.
