POSITION TITLE: DEVELOPMENT FACILITATOR

LOCATION: GWANDA BOLAMBA Area Program

1Purpose of the Position
The purpose of the Development Facilitator is to serve as a catalyst, community mobilizer, community change agent encourager, builder of the capacity of Households (HHs) /village and to ensure that Technical Program (TP) s are implemented in a way that promotes sustainable results to improve and sustain the well-being of children and their families.
2Key Responsibilities
A: Building relationships, broker and facilitator within HHs/Village communities & Local partners
  1. Communicate effectively World Vision’s identity, mission, vision, values and our approach to coordinate and facilitate development processes effectively towards the well-being of the children in the communities.
  2. Understand the social networks, including the functions various stakeholders fulfil, the power dynamics, potential for partnership and capacity building needs.
  3. Build strong and diverse relationships within HHs/ village communities and partner communities, actively learning and understanding their realities.
  4. Enable and facilitate HHs/community organization to network and connect with relevant stakeholders and partners in an integrated and efficient manner.
  5. Ensure the integration of all World Vision Projects in the AP, especially between APs with grants and Humanitarian Emergency Affairs (HEA), as well within the Area Program (AP) projects.
B: Programme Management
  1. Plan and coordinate Advocacy, Disaster Risk Reduction initiatives in the AP.
  2. Consolidate monthly, semi-annual and annual program reports for submission to Support Offices (SO) and Donors. Manage AP operations and resources including financial resources.
C. Build Community & Partners capacity
  1. Build community capacity in networking and partnership building
  2. Build Community and partner capacity in the following areas:
  • Resource mobilization and management at the community level, including sub granting.
  • Communications, marketing & sponsorship.
  • Kingdom values and leadership
  • Technical program skills, including leap processes and Design, Monitoring & Evaluation (D, M&E).
  • Prioritizing projects, project planning, implementation, monitoring and reporting processes relevant to assigned areas
  1. Be a promoter of/trainer in – community/village based Information Technology innovations for program effectiveness.
D: Program planning and implementation
  1. Raise awareness and facilitate critical analysis of community issues and opportunities.
  2. Facilitate visioning and planning processes with community members – especially the most vulnerable, and within community based groups.
  3. Assist with community level DME for the prioritized projects. Implement technical project (TPs) in the programme.
  4. Assist stakeholders and community partners to identify and mobilize community resources needed for project implementation.
  5. Actively participate as team member in all areas, including feedback, reflection and learning
  6. Other responsibilities as reasonably assigned by programme team leader
E: Child Protection

  • Ensure staff and partners understand World Vision (WV) child protection and adult safeguarding policy
  • Ensure awareness raising for prevention and reporting of child protection incidents.
F: Personal development and transformation
  1. Grow in spiritual maturity and understanding and practice of incarnation ministry.
  2. Develop strong understanding of local politics and how it affects development processes.
  3. Be flexible and adaptable – the development facilitator is expected to progress in his/her growth and transformation as civil society groups and organizations also grow and become stronger.
Experience and knowledge

  • At least a bachelor’s degree in a relevant field (Social work, Development or other relevant area)
  • Strong understanding of community-led development work
  • Solid understanding on design, monitoring, and evaluation ( specially led by HHs/village community organizations)
  • At least three years’ previous relevant experience, including at least one year of development facilitation in and with communities.

Skills

  • Strong critical and analytical thinking skills
  • Strong facilitation skills, including catalyzing, connecting, and building the capacity of community groups
  • Strong communication skills, including across cultures
  • Strong interpersonal skills, including the ability and commitment to listen to others.
  • Valid driving licence for Vehicle/motor- bike
